Again, they keep calling my home number and asking for Donna Washington even though in the past I have requested them to stop calling my home number, "We do not know who is Donna Washington and Donna Washington has never lived here with us". Their behavior is not American at all. They just want to terrorize American communities while they try to recruit someone to against America at large. This is scary. Where is the law? Where is the Government for American people? Where is American Homeland Security? Please help us!

Re scam 646-383-1472

MY experience. They were trying to say I owed a debt that I paid off 19 years ago. In my case they referenced an address  I haven't lived at for 21 years. Secondly, I ACTUALLY PAID OFF the debt they referenced!!! I explicitly remember  paying it off over a two year period from 1989-1990. I remember the very helpful woman at a collection agency who  helped me realize  that financial struggles weren't the end of the world and I could pay it off over time. In fact I still have file  cabinets of all my financial documents since the early 80's so I can prove it.

I told them to mail me documentation explaining why they expect me to pay a debt a second time. I won't be holding my  breath.

Based on my experience, the more I think about it, I believe this is a scam where they look up OLD DEBT in public  records and then try to trick people into paying all or part of it. Most people aren't as... ok - anal as I am,  so won't have  the memory or the records of what happened. In many cases like mine the debt will have been paid off.  In other cases, it  will never have been paid, .....but the real issue is that THEY ARE NOT the people to whom the debt is owed.

Many will have improved their finances since then, and just assume old debt is catching up to them. They are preying on  people who have had financial problems before and will be the least likely to catch what is going on.

Some clues:
1 They never leave a message because then you could check them out. Their modus operandi is to opportunistically  pressure anyone they can get on the line.
2 They will reference ACTUAL past debt of yours so they will sound credible. If you have moved since then, you will be  amazed at the age of the contact information. I mean really old like probably 10 years or more. Likely they are using  reference archives of past charged off debt, rather than anything that might be on a current credit report and verifiable with  the legit owner of the debt.
3. They always want a fax number to fax their documentation to. Faxing is great for faking instant "credible written  documentation". In this case, the "evidence" will seem credible, because they are documenting an actual past debt.  .
4. They will some pretty unlawful things like: that they don't have to prove anything but that because the debt exists (and the  PRESUMPTION is that you owe it to them), YOU have to prove why you don't owe it. After your attorney stops laughing  he'll explain what is wrong with that. Anyway their real trick is DISTRACTING you from the fact that THEY DON'T  OWN THE DEBT, and even if you owe a debt, THEY HAVE TO PROVE they own it.  In my case it was easy. The debt  no longer existed, so NO ONE COULD OWN IT NOW!!!
5. If you ask for their address they will give you numbers and things that don't make sense unless you hold their feet to the  fire. I doubt it's even worth wasting time to check out the address they eventually gave. Unfortunately if you understand the  ease of caller ID spoofing you will realize they are virtually impossible for most of us to trace. I doubt they are even calling  from within the country. They will change phone numbers and the name of the company as quickly as they start gaining the  attention of the public and law enforcement.

I have to hand it to them that they have "the perfect scam". Much of what they are collecting is long ago charged off  accounts. People will think they are paying off past debt. Many will have improved their finances since then, and just  assume old debt is catching up to them. They are preying on people who have had financial problems before and will be the  least likely to catch what is going on. The only problem is that whether or not the debt was finally ever paid, they will not be  paying the original creditor or anyone else who legitimately owns the debt. It would be like my showing up at your door  with a copy of your utility bill and collecting money.  You would have paid the actual money you owe, for a legit bill...  ---just not to the people you owe it too, --- the utility company.

I'm sure this is quite profitable for them. Even if most of the time all they manage to do is to get 1 person in 20 to make a  partial payment they are into money. Then they have credit card info they can tap at will until someone figures it out.  I feel  for the people who maybe paying them hundreds or thousands of dollars thinking they are addressing legitimate debt to a  legitimate creditor. They will tap into the guilt of many who never paid the original debt and will now think they are making  things right.

Most will never even catch it. Unfortunately unlike the utility payment example, there will probably never be a legitimate  creditor calling since this is old debt. There won't even be the flag of them "not reporting payment to credit agencies"  because most of this is so old it will have long since fallen off credit reports.  As I said they think they have the perfect scam.  Maybe they do. If they are smart they will probably not charge anything but authorized payments until the scam is shut  down. If anyone challenges it they will just claim bad records regarding the debt. Once this things gets shut down by law  enforcement or Visa, or whatever, they will still have all those credit card and bank account  numbers on file to sell or tap  into themselves.  It will be a list of some of the most financially vulnerable people in society. It won't be pretty.

I hope they can be stopped. I wouldn't bet on it though. They just prey on the uninformed. :(

Thomas

Also clue number 6: The reason there are so many comments regarding wrong names numbers etc is that this scam is based  on working off lists of OLD debt. Remember old debt works best for this scam because it sounds legit (because it WAS  LEGIT at one time) but by being old there is no current impact on credit reports for people to catch.  The lucky calls for  them is - OLD DEBT they are able to trace to CURRENT PHONE numbers. Remember current ADDRESSES MEAN  NOTHING because they can't fast talk you in a letter. They need to get a warm body on the phone to work their magic.

BTW I would not call with your current caller ID phone number showing or give any current address, or they will just  manufacture documentation with your current information to FAX to you.

This number kept showing up on my Caller ID. Got fed up and decided to answer it. The clown who was on the other end(Amon, I made him spell it) tries to get me to pay a debt from some company called IDT I've never even heard of. I basically tell him to piss off... so, next day I talk to my attorney. He tells me to inform the caller that the conversation is being recorded. He also said to then insist on an address that a registered letter can be sent to for validation of the debt. The idiot on the phone sounded like he was struck with a bat. He mumbled something I couldn't understand then rattled off the following address(4 times or better as I could barely understand him):

I've gotten many calls from this company before.  They keep calling and calling but never leave a message.  I finally called them back a couple days ago from the number showing up on caller ID and a guy answered with an accent.  He said who he was looking for but the person doesn't live here.  I asked what all the calls were about and he said they are a collection agency.  I asked if they would please take my number off their call program and he said they would.  But considering that collection agencies/agents are the scum of humanity, I doubt they will.

I got fed up with these jerkoff's so I downloaded PBX in a Flash (the Free Linux Asterisk@HOME PBX based system), installed it on a spare PC, got an unlimited minutes inbound VOIP line for 3.95 a month (in a diffent state than I am actually in) and forwarded my Vonage line to the new VOIP line (that I pointed my PBX at).

I put there number on the blacklist and now when these yahoos, or any other yahoos on the blacklist for that matter, call me they are instantly sent to a prerecoded message that says "the number you are calling is disocnnected or no longer in service..." with the three phone company tones and all. Sounds just like the real thing. I plugged in numbers for all the telemarketers and collection agencies calling me and within a week the number of calls from these idiots dropped to almost *zero*. When someine new calls to annoy me I add their number tot he blacklist.

Leslie -

Actually, they are a collection agency so they are allowed to call you within certain parameters. Most of these places break the rules though and they may be calling you looking for somebody else (wrong number). When that happens I've found it is damn near impossible to convince them they have a wrong number. They say they will remove you from the call list but they generally do not.

The only way to beat these pricks is to beat them at their own game. Automate your phones and bit bucket them before your phone ever rings (see my previous post just before yours).

I built my own PBX on a computer someone else was throwing away, using free software, paid 3.95$ a month for an inbound line, forwarded my existing number to it and automatically send all the telemarketers and collection agencies straight to a pre-recorded message that says they have reached a disconnected number.

I too have been getting calls from this number.  When you call back and ask for the company name they won't repeat it. And, it is a very heavy accent on the other line -- no matter how many times you call them you don't ever seem to get a non-heavy accented person. ODD!!  Anyway, they say they are calling re: a debt my husband owes Qwest Communications from back in 1997.  They did provide the last 4 of his SSN (which I never confirmed) and said the account had been charged off 10-8-97 and then sold to other collection agencies; they were just lucky enough to find us since we're trying to avoid paying the bill because we move around so much.  I laughed saying we're in the military and, therefore, we move every 3 years and have nothing to hide as we're current on all our bills. I asked him to provide me with documentation validating this claim (which, by law, a collection agency MUST do) and I was told they would send me a letter with the amount owed.  I told them a letter does not validate the bill and again requested original documentation from them.  He got mad and hung up on me.  I called back, spoke w/ yet another heavy accented person who, again, did not give out the company name when I asked.  I told her not to call my number again or I would talk with an attorney and the attorney general re: this matter.  That neither myself nor my husband owed any money to Qwest and a letter from their company does not validate the bill and further phone calls constitute harrassment.  I asked where she was calling from and she told me Clearwater, FL.

Ironically, we had service w/ Qwest from 2004-2007 and a bad debt was never mentioned to us.  I just now got off the phone with Qwest Communications and they said they DO NOT show any deliquent bills in either mine or my husband's name.

So beware of this company.  It's some sort of scam.  I did an online search for the area code 646 and prefix 383 and, guess what?  It's a number from Manhattan, NY -- a far cry from Clearwater, FL.  BEWARE, BEWARE, BEWARE.  If you get calls from these guys demand they provide original documentation to validate the alleged bill they say is owed.  By the Fair Debt & Practices Act they must comply.  A letter from them stating what is owed is not sufficient to validate the bill.  I used to work for collections years ago and if a company we were collecting for could not validate that bill, then we were not allowed to collect on it.

And, yes.  There is a statute of limitations on past due accounts.  This is exactly what the guy at Qwest confirmed for me when I asked.  And, again, according to the FDCPA a collection agency cannot continue to call you once you have asked them to cease & desist calls nor can they "attempt to collect a debt" if they cannot legitimately validate the bill when asked to do so.  And by validate I mean: provide documentation from the creditor they are allegedly trying to collect for.  All companies must provide this documentation to a collection agency upon inital setup or, if cumbersome, must provide this documentation when requested to do so.  If a collection agency cannot or refuses to do so they cannot legally collect on any debt.  The only situation where statutues of limitation do not apply is murder!!

This number keeps calling here as well  and I assume   they are phone phishing  as a lot of this is going on asking for payment of sorts  but there is no back owed  bills  and I am sure if you found a charge on your card  it would be from a debt collection  agency in god knows where. If they can't respond by mail I just hang up on them. I work too hard  for what I have to hand it away on a debt I didn't owe to begin with. Maybe  mail fraud gets ya more time when ya get caught so these Jackoff's have resorted to phone scamming I would almost bet it is a throw away boost phone  as mine comes in as a private call ...Those a** holes
