Keep receiving phone calls from the number 1-646-405-0238.  No one answers when you say hello.  When you call back, it says the message machine is full and cannot take anymore messages.  What gives??

This number called.  Some Indian sounding chick claiming to be from National Grid and claiming to offer savings.  I told her send me something in the mail and that I would not deal with her over the phone.  National Grid confirmed this is a scam.

Just got a call from this 646 # some lady asking for the person incharge of the Con Ed bill. definently a scam cuz i have all utlies included in the rent.

This person is a women. She lost it. I hope she stops calling.

Been getting calls for a few weeks from this number.  When I do not pick up, they do not leave a message, and when I do answer the phone there is 10-20 seconds of silence.  For months last year, I did receive calls from Axiom, posing as a division of Con Edison, but I do not remember if it was from this telephone number.  Also, when I try calling the number back, it does not connect--I only get silence.

I'm tired of this number calling me!

I got a call from 646-405-0238.  They called my direct number at work which they should not have.

I work for a Major Phone Company and researched the number in the Data Base.

Its from: NewYork and its a Land Line

Rate Center > New York City Zone 02
Admin Company > XO Texas
Operating Company > XO New York, INC

Thats all the Info My Data Base would give me & I tried to do a reverse number search and It would not give me a name or any other info.

I have been getting calls from that # when I callback they just playback music..I did a trace and it says XO nyc inc. Are we dealing with a "service" here..

I get calls from this number several times a week and I pick up someone at the other end hangs up. It is very annoying. I hope some one some where does something about it.

Tonawanda NY Police and verizon told me that the company to whom this number is allotted is "XO New York"

I have been receiving calls from this number for months. I screen my calls by using an answer machine. A woman calls and only says "hello,hello?' and then hangs up.  Sometimes a man calls and says "hello,hello?" and hangs up. One or twice they have said "hello,hello,Robert?" Today they said "Hello,hello,Robert Laity?".Using *69 I ascertained the number as 646-405-0238. I contacted NYPD when I found out that 646 is a Manhattan alternate area code. 0237 and 0239 are not in service. Verizon,in co-operation with my local police in WNY said that the company's name is XO New York and is not a verizon number.Using *57 the number was traced multiple times,calling me,saying "hello,hello" and hanging up. The first time I called back they had voice mail extensions. I complained about them calling me,on their voice mail. Several days later they replaced this with music. I waited for 20 minutes. They has infrequent announcements that "all their customer service reps. were busy,please stay on the line".

I CALLED THIS NUMBER BACK AND ALL THAT PLAYS IS WAITING MUSIC FOR LIKE A SEX HOTLINE BUT NO ONE PICKS UP

DONT SIGN UP WITH ACCENT ENERGY.  I WAS RELI TIRED ONE TIME THAT THEY CALLED AND THEY SAID THEY WERE CON ED AND WAS AN ENERGY SAVING PROGRAM THAT WOULD LOWER MY BILL SO THEY SIGNED ME UP FOR FREE.  WELL IT WAS FREE BUT IT WAS THE MOST EXPENSIVE BILL I HAVE EVER GOTTEN.  IF ACCENT CALLS TELL THEM YOUR BUSY FU*KING THEIR MOTHER

Same here, but if i don't answer this call, then when they hang up, i get a loud busy signal for about a mintue long. Yes there is no one on the other end when youdo pick up

These people keep calling.....even though I have told them many times I was not interested....I just got back from vacation and had this # show up on my called id several times....wasn't aware it was them again...Thank you....for refreshing my memory...

I have received no less than 10 calls from this number in the past 10 minutes.  The first call asked if they could speak to the person in charge of my Con Ed bill, and I said no, and hung up.  They have called back 9 times, and each time I get either silence, or an echo of my own voice.

I am working on a computer program for my phone that will back-track right to the owner of the company. Then I am going to auto- forward all the calls from his company right back to his personal home phone. Government doesn't seem to be doing anything about it, so citizens will have to take over.

This is a new # I'm receiving unwanted calls from.  MOST of the unwanted telemarketing calls I receive are from Area Codes 646, 281, 702, 603, 817 (in addition to 800, 866 and 877). I can keep five #'s in any entry on my cell phone and I keep them under DNA-SALES or DNA-TELMKTR I, II, III, etc. Well, I picked up a call just a couple minutes ago from 281-476-7866 (a Houston Area Code) and silence for many seconds, I decided to ask 'what are you selling?' - no response.  After a moment I repeated myself a little louder when an Asian sounding female asked if she could speak to the decision maker.  I repeated 'what are you selling' even louder -- she finally rolls out some crap about some huge savings on electricity.  I told her that her number had been captured, this phone call was being recorded and I was on the DNC list.  I asked her if she understood? -- DEAD SILENCE.  I repeated myself again -- DEAD SILENCE. I was pissed because I knew I was still connected, and so I asked her what her name or operator number was? DEAD SILENCE. I then went on a rant about reporting them to the FCC.  I then asked if she understood what I said and the little smartass then says nonchalantly 'Is that all'? I hung up.  TWO MINUTES LATER - NO KIDDING!!  I receive a call from 646-405-0238 (New York City Area Code) another electricity scammer, and I'm in Texas!! GO FIGURE!!  These #'s WILL be reported to the FCC by me TODAY!!

this call comes in almost daily. They fraudulently say they are from Con Ed. i told them we are on the do not call list, but they keep calling. Is there any reason the NY Atty Gen can't do anything about these people? Isn't there a way to fine Con Ed if they have something to do with this?
