I just received a call from 646-713-2943 with an Indian accent, I hung up. Few minutes later received a call again from the same number, did not answer the call & they did not leave any message. These guys should be reported to the authorities. I wish they leave a message so that I can take a legal action against them.

I see some of the post mention IRS & DEA, Homeland Security and others ..  You should also file reports with those according to who they claim to be on your call. However, I should also point out that some of the "agency's" they have claimed do not exist also.

Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing?
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;

A Collection Agent May Not?

Here are the top 11 actions prohibited by the The Fair Debt Collection Practices Act:

Misrepresent Him or Herself

  A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

  A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

  A collection agent may not threaten a consumer with arrest. It may not threaten legal action that is either not permitted or not actually contemplated. In other words, a the threat of a lawsuit may be an empty one.

Use Abusive or Threatening Language

  A debt collector may no use abusive or profane language in the course of communication related to the debt.

Publish a Bad Debt List

  Publishing the consumer?s name or address on a "bad debt" list is prohibited.

Contact By Embarrassing Media

  A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

  A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

  A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

  A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

  If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

  A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. It may contact a third party again if it has reason to believe the information the party provided previously is false.

Can a Collection Agent Call My Cell Phone?

I Keep Receiving Dozens of Calls From Collection Agents. Is That Legal?

  No. Unscrupulous collection agents will use "block parties" or "office parties" where they contact a consumer, multiple neighbors, or co-workers telling them they need to reach the consumer on an urgent matter. This is not permitted under the FDCPA.

Guys, I got a call from this f***ing a**holes... they had some South American accent... I really got spooked and am really disturbed... the a**hole picked up the phone after I called him back on the same number I got in my caller ID... making me believe this is legitimate. the thing is they just didnt ask for any money, just called me and threatened me that I have a violation and that he is sending someone in an hour.

Just received a call scaring my wife with a similar story and when I called back be readout a charge sheet against me threatening  me that I will get arrested if I do not clear the unpaid taxes. I had to pay via a credit card right away and if not all my assets would be frozen. He wanted $3,500. When i asked him the street address and indicated that my lawyer would call back he hung up.
Call your local FBI and report.

I picked up the phone when the person on the other end started leaving message on my voice mail. He forwarded to his 'supervisor' who said the same stuff as others mentioned here. In addition, he told me whether I want to settle my debt to the IRS out of court - so it must be a prank call to catch people off guard.  When I told him that I don't owe anything to the IRS and asked why Illinois Attorney General would ask someone in New York to call me without sending any letter - he asked 'what about that one payment?' I told him that there is no outstanding payment and he can do whatever he wants, and then hung up.  Well, I called back and asked his identity and told him that the call is being recorded at my end. He made an obscene comment and hung up.  DO NOT give any money or bank information to these people. Give them a piece of your mind....

We had a VM earlier today from this number threatening about some federal investigation in my husbands name. The message was very difficult to follow - sounded like a chinese woman with heavy accent - she mentioned something about calling on behalf of DHS. The threat was to send officers to our door step if my husband doesn't call this number! I would like to report this as well. Any ideas?

The Federal Trade Commission (FTC), the nation's consumer protection agency, is warning consumers to be on the alert for scam artists posing as debt collectors. It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

?is seeking payment on a debt for a loan you do not recognize;
?refuses to give you a mailing address or phone number;
?asks you for personal financial or sensitive information; or

Some guy (with accent) calls and claims to be from homeland security, or IRS, or FBI, or some other U.S government agency, and claims that you have done something wrong and to call them back at (646) 713?294?3 ASAP. Also They said the us government filled a charge suite against us.(Me and my wife.) also they were if igot a call from the local police.I asked him to fax the charge sheet.He hung up..what is the purpose of this treat,have no clue.Us Government and NSA doesn't work like that.

I received a call from this number with indian accent stating that he is from FBI. Started asking a few suspecious questions which I had nothing to do with. After I dwclined to answer any of his irrelevant question, he said he said that he will send FBI with your arrest warrant.

I said if I owe any penny irs sends me letter they don't call us and I am not going to pay any single penny. After that he hung up.

I got same kinda call. This guying stating he is Officer Michael Brown - pretty obvious that they are based in India. I did give the my peace of mind. I am not sure what their purpose is. I asked him if he is selling anything. I wish there was a way to trace and have them caught. This website was very helpful. Thanks!

Got call from Indian sounding fellow saying he was Michael Brown of Homeland Security and my ID was under investigation.  If I didn't call back right away he would start a legal case against me.  He continued threatening then said, Ok so you call back right away and 'have a nice day.  God bless you.'  Those 2 statements would never come from any kind of agent for the government so that part was a giveaway.  Checked Homeland Security website, they said said to report to local police.  Local Detective said ignore it, it's a scam. If you listen to messages carefully you can tell the education level of the caller is high school at best.

I got a VM from this number similar to other callers...claiming there's an urgent matter to be discussed.....I did a call block and called them back...the guy goes give me your number so I can tell you why we called you... I said you  are claiming to be an official agent who happens to have a very thick accent...you first tell me who you are... He goes Fu@@ you!,,, and hung up.  I reported this number to the DOJ number.

yes we got a phone call like that last evening and proved ourselves the biggest stupid as we paid $1000 right away by money pack system.  they explained us how to pay by money pack. there was a big story and all kind threatening was behind this call. Please be careful about this number. Also we fully believe that this number should be thoroughly investigated and arrest these harmful people, who they are playing with our hard work money by using the good name of IRS.

Somebody named Michael Brown called my residence stressing an emergency call. I called back. Seemed to be an indian guy telling me about federal tax investigation case against me. I informed him I have nothing to do with federal tax as my income is not taxable.

These kind of callers needs thorough investigation, should be arrested and their real motive for such calls should be found.
