When the phone rang there was a pause and then I heard rap music.  A man came on and identified himself as not IP Communications but ? (something) Automotive. He said I had recently used a credit card ending in XXXX and I was eligible for a $50 gift card. I could hear a lot of other people in the background like a call center.  I hung up and called my bank and the credit card company.  I have a call into the local Fraternal Order of Police.  I am on the no call list.
