I received a call today from this number. I did not reply and when calling back it did not work... According to this message thread it is clearly from a call center related to a car insurance company. (I have entered my number online for an auto insurance quotation yestreday.)

Automated call from 646-863-8594 indicating that based on information from the Department of Motor Vehicles I was overpaying for my auto insurance. Unalbe to get anyone to answer the auto response system to request removal from list.

Automated caller claiming to be a Public Service announcement. Actually was trying to sell auto-insurance.
