Just wonder, what is the population in Canada? Is that just less than 20 people ?
If there are more than 20 people, how come these folks keep calling the same group of people.
Even keep changing their phone number to call, it increase their capital cost because they have to subscribe to a bulk of phone numbers. Since all of us that they are harassing ain't buy their story. For what? What are they going to gain?
It's also strange to me that they have operate for a few months/years now...no victims at all(maybe their sale pitch is really bad)? How come no victim contact police? and how come no law enforcement are after them?
Recently I got numerous phone calls(with different themes, air-duct cleaning; bahama cruise; Eco-energy), all manage by the same telecommunication company(same as this caller). Are they all related?
In my option, all these phone calls don't look a little bit like telemarketing to me.
Just hope someone can give me an answer.

They called me twice.  First time, there was such a long pause that I hung up.  About 45 minutes later, they called back and when I said hello, an automated message responded with"goodbye".  Thirty minutes later, same thing.  

This number has just called 4 times in the last 30 minutes...8 times in the past 2 days.. the last time I received a very rude goodbye... from an answering machine...am in Ottawa

There is no one at the end of this line and they phone me every so often.  Would like to know who it is please.

The do-not-call registry is not effective for this offender.

Called and said they are from Eco systems and asked about our rental property and cut the line

I believe the original poster laid out a fairly logical reasoning process when drawing this conclusion.

I have also noticed chronological correlation between "different" callers. I do not believe this is a true instance of "spoofing" as the caller is repeatedly using the same lines.

It is far more likely to be a series of low-cost VOIP lines used by a poor collection company. Once there are enough complaints about this number, they will proceed to "phish" with another one.  

Be advised, collections is not an easy task, heck it's not even likely over the phone...so these guys are very comfortable with lying to get information....duct cleaning, surveys, etc.....simply lies to get you to confirm your identity (or that of other housemates)...the subsequent calls will then probably be more focused attempts at actual collection.

The simple solution is to simply not talk on the phone to strangers....duh!

If you find that the caller is not someone you need to talk to, don't provide information or otherwise prolong contact....hang up. It is the best solution for both you and the collector (who probably needs their salary much more than they actually want to talk to you)

No dispute, minimal time wasted and everyone goes their way.....hopefully their employers catch on and realize how grossly ineffective these tactics are becoming when almost everyone has access to google now.

We have been receiving calls from this number on daily basis.  I picked it up once a few days ago.  A woman with very strong south Asian accent was looking for Mrs. Home Owner.  I told her that the person she was looking for wasn't home, and asked her what it was about, she refused to tell me and said she would call again before she hanged up, kind of not very polite.  Wish she can stop calling us soon as it is another annoying sales call.

Question:  Is this ---------  I answer   "Yes"
Question:  Do you live at --------- I  Answer "No"
I ask caller who is calling please.  Caller promptly  hangs up.  I get a busy signal when I try to redial this number.  I have tried to call using a different phone also.   Very annoying

Got a call from this number, no one there and the computer voice said good bye. Called my work number.

Had this call today claiming to be from Eco energy and said we could qualify for a rebate of up to $5000. Just had to answer 5 questions. I told her that I wanted the info in writing, that I didn't know who she was, never heard of Eco Energy, and unless I could receive this "offer" in writing, I had no intention of giving her any information about our home or us. Funny, the address she had was a property at rural route Ontario????? Told me thank you for my time and hung up.

This number has called me at least 25 times in the past week - 7 alone today and the day is not done yet! grrr

4 times today this is ridiculous and there's no one there when u do pick it up to tell them off, dirty buggers phoned again while I was typing this, I have someone working night shifts and trying to sleep through the days, how the hell do you stop these people if their not there when you answer?

unwated call keeps calling me

This number keeps phoning but won't leave a message.

Ever since I gave up Canada Bell I receive several calls doing surveys. At this time of the year there are also crooks checking out vacant homes. Bell could be stopping these calls simply by not giving away our phone numbers.

They have nothing to do with collection agencies. The phone number is spoofed using a computer program and any number of companies can be calling - survey companies, air duct cleaning (a scam looking for credit card info), etc.

It's a pattern of calls that I received. Every few months, it start with number of survey calls from different companies(sometime I got 4 to 5 different survey company within a single day), then the next wave will be air duct cleaner, home alarm system, cruise vacation or windows & doors. Final stage will be a collection agency's phone call....asking someone that I don't even know or met. I live all by myself with no debt, no late payment. I just don't know why I become a  popular person or phone number for these agency to call me and harass me. Don't know why my number associate with all these people who run away from their debt. If they use their brain to think....if someone run away form their debt, will they tell anyone (especially to a total stranger) where they are going to hide??
I think all these air duct, home alarm, cruise vacation or windows & doors are the foot soldier working for a collection agency. First, who would spoof a number just to call a small number of people, not even more than a handful of complaints a day.
Second, callers always very rude.
Third, the time zone.
Fourth, when you file complaint to CRTC, not much help.
(don't tell me CRTC can not track these people down. ever heard of "Automatic Number Identification".)
I think that's a give away.
well, I already got a few survey companies called me...I ask who is funding for those survey...no one can answer me. Now this....so I think the agency will call soon...by then I can update everyone here who is behind all this calls and who they are looking for.

I received a call this morning from Ontario Eco Energy saying they will be coming around my area next to offer Rebates.  She started by saying she had 5 questions for me and I did not have to say more the a yes or a no.  She asked about the age of my furnace, a/c , windows, water heater.  Even though I have replaced all these in the last 5yrs she told me that I would qualify for a Government Rebate.  Funny thing is is that I did already receive a rebate back in 2012 when the offer ended.
People will try anything to sell u something.  Not about to allow some stranger into my home to try and force me to upgrade what I already replaced.  
I told her that I never heard of ECO Energy and needed to do some checking on it and asked her if I could call her back.  She told me that she did not have a direct line to call her back.  I told her that if I am not able to contact U then U do not exist.

Another annoying one is the Air Duct cleaning services....................HUGE scam also
