Calls from 650-230-1963/1968 are most likely from NCO Financial Systems (affiliation with Merchant's Credit Guide, too). They are a third party debt collector. They buy old debts from companies for pennies on the dollar, then they come after you regardless of the statute of limitations, for the complete sum of the debt plus any other fees they can try to get from you. They are relentless! Even if the debt isn't yours! Even if the debt was already paid! If the debt WAS yours, they'll harrass your family -- mom, dad, siblings...even an aunt/uncle -- to get your current information. They've done it to me.

I found an informative site where the guy even had a Timeline of calls from NCO. He goes into detail and even tells you the steps you should take to legally stop harrassment. He's out of PA, so some of the info applies to PA (like the AG he used), but you can easily apply it to your own state. Please read!

It is March 2, 2012 and I am still getting call from these idiots.  Yesterday, they called twice.  Today they have already called once at 8:35 am est.  They do not leave any messages, but yesterday whoever was on sat silently while my voice mail was recording.  The only thing I could hear was what sounded like a noisy call center with foreign accents.  I will NEVER answer this number.

I keep getting calls from this number!! They are asking to speak to my husband, about someone that we know, but don't know where they are!!!!  We haven't seen the person they are asking about, in over 10 years!! I wish they would stop calling!!!!!!!!

I guess the CA callers are employed by NCO. The site said to write a letter, not email, to tell them to stop calling immediately and  reference the 'Fair Debt Collection Practices Act (?FDCPA?) 15 USC 1692c(c)', that they are violating if they continue to harass you.

I think it's worth a stamp to give it a try!

This number has been calling me everyday for 6 months now. Not once have they EVER left a message, or the nature of there business. Is there a way to file charges for harassment I wonder?

Called 8:10 am asking about my fiance's mom. They wanted her phone number. I told them I would take his information and forward it. He ignored my request and kept asking for her number. I hung up after three requests. It was a foreign accent and no identification of business.

i got a call from this phone number 6502301963 today and she claimed to be with osi education center, nci financial.  this dumb b^%$! wanted my personal info and had the names of loved ones.  i don't know who they really are but i do know that they can't speak english and get mad at you because you can't understand them.  she also could not explain to me what her business was.  not that i should have bill collectors calling me but if they were why are they calling form unknown numbers and not know how to explain what their company is or what they want.  and why are they asking me for my info before they tell me who they are.  and even if she could tell me what her company is i'm not giving out any personally information to some out of country bi*** with an attitude cause I speak english

They call me three times a day everyday of the week from morning to night. I always answer and just set the phone down until they hang up. I am tired of it. Also the "No Call List" is a joke..

Every day Monday to Sunday, 8am to 10pm. 2-3 times a day but we never answer these calls.

Calls seveal times a day Never leaves message. Answered the number this morning only to get a hang up.

I thought I was done with this phone number.  Early in 2011, this phone number started showing up on my caller ID.  I never did answer it.  At some point during the year it stopped completely.  Today, the phone rang at 8:10 am  and guess what number it was.  I will never answer it, I don't know what they want because they never leave a message.  My belief is that they are looking for someone to scam.

They annoying call four times a day and hang up.

I have been getting this call for over 6 months and most days two or three times a day even though I have "My number is listed with the DO NOT CALL REGISTRY" on my answering machine and they still continue to call.  I have never answered this call as of today and don't intend on answering it.  I was wondering if someone has learned how to piggy back other peoples services this way. Seems like a good way to piggy back a paying customer to get free services, just a thought.  

Obviously there is no way to stop them from calling as when you block their calls they use a different derivative of the number and then start using that number until you block it and then the cycle starts all over again.  

I wonder if the FBI or CIA has been investigating these people?????

When you get an unwanted call, always say the words "DO NOT CALL" as these words have legally binding power whether you're on the no-call list or not. On the rare occasions when someone on the other end has said anything, they sound African-American AND like they got kicked out of the third grade, which I say NOT to generalize the demographic by any means. They are asking about a particular relative who once ran amok of some highly dangerous criminal elements in SW Florida for whom harassment was basically a religion. If I had to guess, they have contracted some low-lifes on the west coast as a lame attempt to conceal who is really behind it.

The caller asked if I know a person by the name of Quin Hastings and then says they will take my name off the list. Have no idea who this Quin is or the number.

They have been calling me for over a month two or three times a day!! I am so sick of it. I to am on a no call list. I also get calls from Carlson, NV, Mt View, CA, Beverly Hills, Ca and other areas inother states. I wonder if they are connected? I just wish they would STOP!!!

This number calls and hangs up on me every single day...this is very annoying when I am trying to work or have to put a client on hold to answer the second line and I just get hung up on.

Same folks as 650-230-1968 (sometimes with a + in front of the 650 too). Phishers.. DO NOT ANSWER! These people have been calling me from the 1968 number every day, sometimes twice a day, for the past month. This morning, they thought they could get me by calling me from the 1963 number tiwce! I read on the other board that they call trying to verify info on other people.. and something about student loans. If they were legit, they would leave a message. Since I have never done business with anyone in CA and they are not leaving a message, they can call until the cows come home. I have them on ignore.

This private name has been calling my house for the past month three and four times a day.  Never leaves a message.  My number is unlisted and on the do not call list.  Who are these folks?
