I too keep getting calls from that number, (661-243-7212) and its a very abusive collection company known as ARS Recovery Services. If you google the name you will find that they are being sued in California for deceptive business practices. Be careful with this company, and do not give out any personal info such as SS numbers and such!

Wow! I'm so glad I googled the number and found these comments.  That number just called me and I'm surely glad I didn't answer.  I knew it was a CA area code due to friends living in that area code....but thanks for the heads up. :)

I've been getting calls from these people as well.  As many as 6 or 7 a day.  Sometimes they come up as "unknown" & other times as this 661 #.  Once I answered the unknown call & it was ARS.  These guys are very abusive & they don't leave a message or give their names.  Watch out.  I haven't had problems in years so I think they buy really old debts and hassle people.

Someone has called from this number twice today and is not leaving messages. The Area Code is coming up as Bakersfield, California. Does anyone know who this is?

What is a discharged debt? Please tell me. Is it one you just ddin't end up paying as I have 3 that I am not paying since they jumped up the interest to over 30%. had medical issues and can't pay. what happens now?

READ the FAIR DEBT COLLECTION ACT.SECTION 804 states:

c) CEASING COMMUNICATION.  If a consumer notifies a debt collector in writing that the consumer refuses to pay a debt or that the consumer wishes the debt collector to cease further communication with the consumer, the debt collector shall not communicate further with the consumer with respect to such debt, except --
(1) to advise the consumer that the debt collector's further efforts are being terminated;
(2) to notify the consumer that the debt collector or creditor may invoke specified remedies which are ordinarily invoked by such debt collector or creditor; or
(3) where applicable, to notify the consumer that the debt collector or creditor intends to invoke a specified remedy

ARS National, Will sometimes say they are the IRS.

Any one receiving a call from them please Know your rights, read the FAIR DEBT COLLECTION ACT TITLE VIII, Sect 807. Here what it says:


§ 807.  False or misleading representations  [15 USC 1692e]
A debt collector may not use any false, deceptive, or misleading representation or means in connection with the collection of any debt. Without limiting the general application of the foregoing, the following conduct is a violation of this section:
(1) The false representation or implication that the debt collector is vouched for, bonded by, or affiliated with the United States or any State, including the use of any badge, uniform, or facsimile thereof.
(2) The false representation of --
(A) the character, amount, or legal status of any debt; or
(B) any services rendered or compensation which may be lawfully received by any debt collector for the collection of a debt.
10) The use of any false representation or deceptive means to collect or attempt to collect any debt or to obtain information concerning a consumer.

I've gotten calls from this number twice today, as well as many other numbers in diff. area codes for months now and it's always the same thing- no one is there when i pick up, i can't call it back, etc.  a lot of posters on here say it's ARS. i have nothing in collections and i'm getting very angry and am about to change my phone number.

Got a call from that number but no one answered when I picked it up. Then got another call the same number laster on. When I called the number back, it too rang forever. It smells bad and it's probably rotten too.

I was sitting at home, relaxing and watching tv and the phone rang.. I answered it and they asked for my mother, I said she wasn't here at the time, and could I take a message. The lady acted like it was so very secretive, she wouldn't give me her name, company she represented, or reason she was calling (I was asking because my mother is awaiting a very importnant phone call). She said she would call back later, and I hung up the phone and sat back down to watch more tv... As soon as I set down the phone started ringing again, it was the same number, they called and excessive of 10 times today. I tried to do a reverse phone number lookup and everything, but couldn't find anything, I did the whitepages.com and it said the number was a residential number in CA. Got a call on my cell but I didn't recognize the number so I let it go to voicemail but they din't leave a message.  I tried calling back but I got a message saying "we're sorry, the party you have dialed is not accepting calls at this time"?!

Saw a missed call from 661-243-7212. When i call back I get the old Ma' Bell three beep disconnected number tone, then a message that my call did not go through and to please try again.

I recieved a call from 661-243-7212 they would not tell me who they work for, only that they are a dialer company and that i needed to hold the line.  they put me on hold, and it rang several times, then i was disconnected

I keep getting calls from them, and when I say hello nobody answers back, untill today, and this time it was a Mr. Jones. Before we got into what he was calling about he said he needed to put me on hold for a minute, however when he put me on hold I got disconnected before he came back on the line. I have tried calling the number 3 times now, and each time the line rings about 10-15 times, and then a busy signal comes on. Really wierd.

Past 2 days received calls from different numbers connected to this ARS.  In reading the links provided about Citibank I am wondering if they are attempting to collect a discharged debt from almost 10 years ago.  They are calaling my cell number, which is odd because the number has changed 4 times in 10 years.  They only ask for me and when I question who they are and can I take a message they hang up providing no information at all about what they want.  Mighty strange if you ask me.

i too recieved a call from 661-243-7212 today 8-9-07 and was surprised to find out it is tied into ARS they have been calling for weeks, about an old debt discharged years ago and suposedly reinstated by capital one. here are two other numbers they have used recently to try and contact me 866-213-7006 and 760-735-8531 good luck to all who need it.

Someone called me on my cell phone asking for me by my former married name.  As soon as I responded with my legal last name, I no longer had a connection.  I tried calling this number from my work phone and just kept getting a busy signal.  They made no attempt to call me back considering they were obviously wanting to talk to me and they knew my former married name.  I don't give my cell number out so this was a little strange and had me a little concerned.

Called did not leave a message. called back...  was online so missed answering the call...

Did not answer this call but have received other calls from ARS using different phone numbers.  When I told them that my phone number belonged to me and not the person they were looking for.  They became very angry when I refused to give them my name.  DO NOT give out any information to this caller!

ARS is a collection agency.

Person won't tell me details of who it is trying to get a hold of me.  They have called me 4 times already.  They said they were an operator trying to connect a call but the call never connected.  Weird, sounds like a scam.  I will be monitoring my phone records and bank accounts.

Got a call from this number.  Did not answer before they hung up.  Hit redial and it would not connect.

Some woman in a heavy accent asked for me. I have a name which is difficult to pronounce so it obvious to me when its a company and not a friend. I assume its a collection agency.

I answered the phone and took them ten seconds to respond.  was then put on hold for two minutes and then disconnected 2 minutes later.
