I received a call regarding this number and rate increases.  When I selected 9, it gave me a man with a heavy accent.  I asked what account it was regarding and he said "visa and mastercard."  When I pointed out that was the majority of credit cards and that I needed more specifics, he hung up on me.

I just received a call from 663-000-4579 "Name Unavailable" on my caller ID, telling me that I qualify for a reduction in interests rates on my credit card.  I was curious as well and pressed "9" and spoke with somebody named Peter Hagan of eastern Indian nationality saying is was with Card Member Services with the FDIC Interest Rate Department, inbound call center.  He said if I gave him my credit card number he would forward me to a "financial officer" where they would be able to go over every detail of my credit history.  When I asked the name of his company he just told me "Card Member Services" and when I told him that I will verify with my bank and call them back.  "Peter" kept telling me that I could not call back because they are an "Inbound" call center...  WTF?!?  Shouldn't I be able to call "IN" at an "INBOUND" call center???  That's when I became convinced that this is a scam.  I also told him that if my bank feels that my payment history is good enough to reduce my interest rate then they will do so as accounts are reviewed every six months.  He told me that my bank will not do that and this company will not call me again to offer a reduction in rates.  He kept pressing me for my account number and and I finally had to hang up on him.  I dialed the number back and it's not a working phone number.   DON'T ANSWER ANY CALLS FROM THIS PHONE NUMBER.  IT'S A SCAM!!!!

July 13, 2011 1245hrs. Just received a call from these people, and felt like trying to get our number removed from their list, as we are also on the Do Not Call list. After pressing the required #9, I found myself speaking to someone obviously of East Indian decent. As everyone else, I was asked if I would like to lower my interest rate. I said you betcha! After declining to respond with the names of my account owners, he became upset, and asked me if I wanted to save money. I told him no, I'm a rich American. I don't need to save money, and take my name off the list, and hung up on him.
 These people are phishing for any information they can find. DON'T GIVE THEM ANYTHING!

The national pandemic of telephone terrorism perpetrated by desperate criminal collection agencies is because they are trying to terrorize people who are naive enough to answer and submit to unsolicited telephone calls or written "collection" letters that have no legitimate legal debt associated with them or any of the companies, universities, or whomever else they claim to represent. Because most "little guys" were bankrupted by the criminal Wall St/Congress/Big Oil/Big Bankers/Big Business/Military/Robber Barons, so the desperate collection agencies are attempting to collect unpaid debts from innocent people by terrorizing them into submission.

Word of advice. NEVER answer any calls you don't recognize or are not expecting. Use selective call rejection service if available, or switch to an Internet-based telephone service which provides comprehensive call rejection options. If rogue calls become chronic, turn off all the ringers on all of your phones except one, and set its volume to the minimum setting. If you don't answer the call and the caller is legitimate, they will usually leave a voicemail after the first or second try. Rogue callers never leave voicemail messages because that could be used as evidence against them if it came to a lawsuit. If you receive a rogue letter in the mail warning you of some "collection" action against you, if you don't actually owe it, reply with a short letter stating that you don't owe it. Or if you do owe all or part of it, reply with something like "You claim I owe you a debt. Under §809 FDCPA, I request validation of this debt."

Only give them your name as THEY have written it to you (e.g. ?John Doe? not ?Jonathon Q. Doe? or however you normally sign your own name), address, and the account number they report. But if you do not owe the debt (zombie debt, aged debt, mistaken or stolen identity, forgery, etc.) state that you have never done any business with them or with the (alleged) original creditor of any kind and you expect the collection agency to close the matter, stop harassing you and take any bad credit marks they've caused off of your credit rating, and furthermore, that any further contact from them must be in writing on their official business correspondence letterhead. Send your letter to them a.s.a.p., always within thirty days, first class certified mail return receipt requested. If they refuse it and you get the letter back unopened, leave it unopened and save it in your files as evidence against them should they pursue legal action against you. If they did receive it and continue to pursue action against you, let them. The judge will throw it out of court. If the rogue collection agency sells your account to another rogue collection agency just tell them the claim has been proven invalid and offer to send them a copy of your letter to the previous rogue collection agency. Warn all your friends about this rash of desperate collection agency terrorism, and how to combat it. Knowledge is power. The more you learn how to combat rogue collection agencies, back-taxes scammers, phishing scammers, and other flimflammers, the more you will learn how easy it is to do.

Above all, keep a record of everything, of every rogue call w/ caller ID information displayed including time and day of each call. Maintain a complete file on any snail-mailed intimidation from rogue collection agencies, including copies of all correspondences and postal receipts. Reporting rogue calls on sites like
800notes.com, whocallsme.com, phoneowner.info is a great idea too, because many people find these sites by googling for the rogue number(s) after receiving calls from them.

This is the same company (using a different number) that my husband pressed *9 so he could get their contact information and inform them we were on the do not call list.  He then told them that he didn't appreciate the "scam" trying to use scare tactics.  The man on the line became irrate and gave my husband a phone number to call (and it was local to our area) to speak with his "manager" so that we could be on the "do not call" list for this company.  BOY WERE WE SURPRISED!  The guy that answered the phone number we were given was just another man that was upset at their marketing scheme and he told us the story of how he was really giving the marketing guy heck when he called him and this is his punishment (or payback):  The bad guy that is calling (or one of them) is handing out his phone number to EVERYONE that gets irrate and now this poor innocent fellow has received over 1000 calls within a short period of time!  He doesn't want to change his # because he has had it for 30 years, but he may have changed his mind after we last spoke to him.  BEWARE.  Best to just ignore them.......

I got a call from 6630004579 with a recording telling me that I had a chance to lower my credit card rates.I was curious and dialed #9 and a man answered.I told him that I didn't know which one of my credit cards he was calling about.He told me that they covered Visa, Mastercard and Discover.In order to continue he needed some additional information to see if I still qualified for the discount. I told him that he was obviously a fraud and I'd be a fool if I gave him any information.He hung up on me.Hopefully that's the end of that.

Just got a phone call from this number.  I don't answer any calls that dont give caller ID.  After reading Mary's post checked out the area code & it is not valid as an area code but search says there are many 663 exchanges within the states.  Another call to block.  Gee when will it end?  There is no way to call this number back to find out who they are.

I also just received a phone call with msg stating "card rates going up", about "a letter you may have already received", punch the "9" button to connect to them. Did that but nothing happened.  Somebody/some one very sneaky as this is an invalid area code so be aware..............
