I noticed that Chris claims this is Think Resources.  That might make sense.  ThinkGroup is on the web as an IT consulting firm looking for candidates to fill IT jobs.  The problem is they do not provide names or numbers for recruiters that have ownership of the job requirement.  They push an online form that takes a great deal of personal information before a professional introduction is done.  What's more there is not an actual person attached to the request to take responsibility for it.  If this is Think they should re-think their approach pun intended.  No one is going to deal with a phantom except someone applying for a job with the shadow government.
