I received the same text message.  I'm certain it's a scam.  This looks like a legit local number but I bet it's been assigned by Vonage or some other VOIP service.  What card would you have issued from Fargo Public Schools that could be deactivated?  This has Phishing written all over it.

Received a message from this number saying my card had been deactived and to call this number to reactivate it.
