Actually, this is a symptom of the current administration not enforcing the laws that exist.  Passing new laws make no difference when the AG publicly announces that his office will not enforce laws he disagrees with or thinks are not important.

Complaints to the FTC are criminal complaints, yet the FTC does not take action on them.  Until the FTC decides to do its job instead of censoring, this will not be solved.

Tried to call them back several times but kept getting a busy signal/tone. Sooooo irritating. I never answered the calm in the first place since I never answer a number I don't know or is way outside of my area code or state.

I think this is why most telemarketing is outsourced, to avoid having to abide by U.S. laws.  A hypothesis of mine, not sure if accurate.

1) Makes it a crime to spoof Caller-ID information with civil and criminal penalties.

   -Already is under some of the older anti hacking/phreaking laws out there as if follows the same premise of avoiding identification for malicious purposes as IP spoofing.

2) Require telecommunication providers to be held financially and criminally liable for illegal telemarketing calls made with their services

   -Never happen, you can not hold a service provider liable for the misuse of a provided service. There is no way for them to know or control malicious usage by the consumer. Most you can do is force the provider to terminate service with that customer, and that really depends on the provider being willing to lose money over the violation of their abuse and acceptable use contracts with the consumer, and you having a very expensive lawyer.

3) Require telecommunication providers to keep sufficient records to pursue enforcement of the new law with penalties for failure to do so.

  -Again already done any company operating in a large scale consumer/ecommerce environment is already required to keep massive amounts of data, with a minimum of 6 years historical data as part of their PCI compliance, and Sarbanes Oxley complaince certifications.

So annoying...they call for about 3 days---never answer by the way-- and then they switch to another number.

Yes they are scum bags, yes they are criminals, and they will not be stopped by a do not call list (criminals rarely follow laws, hence the label Criminal).
They are not unstoppable, though. One act by 1 samaritan could STOP a whole nest of these scammers, and possibly send a message we will not continue to be victims. If they don't understand the first message, it will need to be repeated. Each necessary repetition will STOP another nest, which will make the world a much better place in every way.

Called about 5 mins ago. I get these call from one of hundreds of different numbers every day.

Sova, these aren't telemarketers.  These are outright criminals/scammers.  No Not Call only works on legitimate businesses.

The numbers are always out of service if you try to call them back.  NO one is ever there if I DO answer.

Some of us do call unknown numbers back because we know people from those are codes.....and yes they called again.

I just got another call from this number.  I am tired of getting illegal telemarketing calls.

Telemarketing has gotten out of control in the United States. The "Do Not Call" registry and the complaints to the FTC and Justice Department have no effect on telemarketers because they are using new technologies to hide themselves and just move to new numbers when existing ones are blocked.  I have created an online petition to ask that the White House and Congress work to write legislation that does the following:

1) Makes it a crime to spoof Caller-ID information with civil and criminal penalties.

2) Require telecommunication providers to be held financially and criminally liable for illegal telemarketing calls made with their services

3) Require telecommunication providers to keep sufficient records to pursue enforcement of the new law with penalties for failure to do so.

If we can get 10,000 signatures of the petition than the White House will take this issue up and we can take the first steps to preventing these abusive and illegal telemarketing calls!

The callers are the drug-addicted "card services" scammers, who call us, pretending to be associated with our credit card companies in an attempt to fool us into giving them our credit card numbers so they can rip us off. People that have given their card number to these junkies have suffered severe financial losses. Beware of these lowlifes, and warn others, before they are cheated!
