I tried to sign up for the green card lottery but I stopped when I saw that I would have to pay. I just had a missed call from this number but I didn't pick up. Now it's good to know that I was fraud.

No such thing. You've been contacted by foreign criminals taking advantage of people's wish for a 'quick-fix' US Citizenship. Any request for money to enter a 'lottery', of any kind is fraud. If you are asked to pay by wire transfer, that would be Western Union, MoneyPak, MoneyGram - it's a fake.
