The number 703-000-0000 ties to a creepy website "flakbait.net" It looks like a criminal site similar to the now closed "Silk Road" The Flakbait website is hosted by a company in Chester, PA

While babysitting my 3 year old granddaughter, the phone rang and she answered it.  I saw the number come up on my TV as 703-000-0000.  The phone rang a long time before she picked it up so I thought either the call ended or whoever was on the phone would have hung up after reaching a child.  She was talking away, saying where she was and her name.  I assumed she was "play talking" on the phone until she hit the speaker button.  I heard a man asking her all these questions and what was she doing?  Was she watching TV?  
What would a decent person want with a child on the phone and ask all those questions.  Shame on him!  I will look further into reporting this!!

Another annoying telemarketer. They started calling me this week and I'm on the Do Not Call list. The DNC list doesn't seem to be much use nowadays.

Solar energy scammer advertising a "free consultation". Had a thick South Asian or Middle Eastern accent.

Just got a call from this strange number.Did not answer.It's probley S BAGS who want your personal information.Not going to happen to me.

Wanted to verify company information that we received an invitatation to some conference in Las Vegas.  Told them not interested.

Apparently this outfit has gone interstate. 5 times in the past 5 days to my OFFICE phone - Caller ID to the rescue. I don't answer funky numbers, "Restricted" or the like. Always something I don't want.

@pvt dick ... you think a stern letter is going to stop these people and registering is going to help too? I've registered and it doesn't do squat. don't be so naive

This number called three times in 1 hour and no one answers when I pick it up.  Very annoying

I periodically get phone calls from numbers that often start with 000 or my area code and the rest zeros. They call and when I pick up, they hang up after a few seconds. It happens a few times a day almost every day. My suspicions is that they are collecting data about when people are home and when they're not. Perhaps they want to know if anyone is home for some reason and they're collecting statistics regarding when someone tends to be home. It could be statistical data for marketing purposes or it could be for some other strange reasons. Best thing, don't give them that data? If they can't confront you about it then don't answer the phone?

So maybe it's a valid Email address for the GCS CEO.

I'm in Virginia too.
Called us every 45-60 minutes for these past two evenings without leaving a message (rude).
I finally answered and the highlights went something like this:

Me: What company are you calling from?

Insensitive pollster: GCS  [and proceeds with her first question]

Me: Who's paying for this poll?

Harrassing Autodialer.  Received 3 calls and hangups upon my answering on Tues Aug 9th, 2 on Wed Aug 10th, and 3 on Thursday Aug 10th, 2011.  They finally spoke on this last call.  The operator said she was Alisha with GCS (Global Contact Services) with a survey. Their website is GCSagents.com.  She would not give a phone number to call her company at.  But their website says their phone number is 704.647.9621 CEO, Greg Alcorn extension available via automated attendant via dial by name.  And address: 118-B S. Main St. Salisbury, NC 28144

We are being bombarded by calls from whoever this is.  We don't answer, and they don't leave a message.

This number shows up on my caller ID 8 times yesterday. Never a message; sure it's some kind of auto-call as the time associated with each call ends similarly: i.e., 4:04 p.m.; 5:04 p.m.; 5:54 p.m.; 6:44 p.m., etc.  Really, is this necessary?! Geez, can't wait to see how many times it tries us today.

This number has called my house  5 times today.  They don't leave  a mesage and when I pick up they don't say a thing.  Very annoying!

Another annoying recording about a credit card we do not own! We have been bombarded with these calls and suspect that they all come from the same call center or company, despite different information showing on the called ID each time.
When all or mostly zeros show up, we suspect they are using a device to block being traced. "Illinois" indicates they are probably using cell phones

A bunch of morons who want to "lower your credit card rates".

2 calls in the past 5 minuts, 3 in the past 15. No one there. Some sort of machine, I guess.

Caller ID showed "Virginia." Answering machine picked up the call, but the caller left no message.

They're persistent.  Six calls so far in three days.

Getting repeated calls from Virginia 703-000-000 HOW CAN I STOP IT PLEASE?
Tried answering it and hitting ########## .....was told this would work.  It does not.  HELP!

Five calls today and it's only 4 PM. My caller ID is earning it's keep, just wish the saps using the 703 zilzc-zilch would catch on and quit wasting their time making unidentifiable caller calls which we will never answer.

PS Make that 6 calls today, the phone rang again while I was just finishing this message.

6 calls today and multiple calls in the last few days.  Very annoying!  Phone will not block/reject this number from calling because it doesn't recognize it as a phone number which I don't understand since it shows up as a phone number on caller id!

I usually get calls from this number on random days.  However, on those days I will receive anywhere from 10-15 calls. Picked up once and no one answered.This has been going on for most of this summer.

I am getting the same calls and are very annoying.  Today I have counted and it is up to 25 and no one is on the other line.  Just for your information, I am on the gov. do not call list and I'm still getting these calls.  I did report it today to them.  Hopefully this will do something.  Last week I was bothered by a 703-436-2020 &703-436-2019. Same thing, a recording asking for someone's name who is not in my household saying if this person is there press 1 and we have a very important message.  Hope this helps.
