Its definately a scam.  If you call them they will ask for your credit card number, the security number on the back of the card and your PIN number.  They will tell you that the card has been reactivated.  They will then use the information you gave them to spend your card to and beyond your credit limit.

received the below text
"(CREDIT UNION ALERT) Your Card xxxxxx has been temporary BLOCK.  Do to Our Security Updates. Please Call our service 24hr Service line at 703-362-9506."

The way I have entered the text is exacly as I received it with the exception of the xxxxxx that was actually a number.

I do not belong to a credit union and suspect this is some type of scam.  I did not call the #
