Thank you for all the research you did on this company. It is not easy to find this information on some of these companies without paying for the details.
I also received a call for the first time today from 703-763-4633 number with the "name" as 703-763-4279. No message. The more information we have the better to report them to the proper authorities. The FCC supposedly can do something if they can find the companies.

This is just another phony, computer-generated phone number used by Apelles Collections of Columbus, Ohio. They might be related to the scam carpet cleaning service, too. So far, I have tracked Apelles down using the following phony numbers:

The debt they claim is a fraud. The whole concept of what they are doing is a fraud. I went to a local hospital emergency room last year, saw only one MD, a PA in his practice and an RN - their bills were paid promptly by my health insurance carrier, and I paid the co-pay. I ended up getting hundreds of dollars in bills from other medical billing services - I called them and they could not provide the name of the MD whom they were billing for. One billing agency said the bill might have been from a supervising MD who had to sign off on the release, which is a stinking lie, as the MD who actually saw me signed off on the form, gave me his card and the card for his PA. As time went by, I kept getting more fraudulent bills from health billing services, none of whom could give me the name of the doctor! They all are in cahoots with Apelles, a vast health care billing fraud, with constant calling, threatening letters, etc. I told the hospital they must prevent people from looking at admissions records, since this is where the fraud agents are getting patients' personal data to be used for fraudulent billing. I talked to my health insurance carrier and they suddenly became mystified as to how many extra doctors could possibly be involved with my emergency case, and I pointed out which were legit and which were frauds. The insurance people don't seem to care, they just pay any bill that comes in, so the fraud billers can send me bills for the co-pay. Disgusting!
Call your local or nearest office of the United States Attorney, since what they are doing is a serious Federal criminal offense. The only way to get rid of these criminals is to report them so they can be investigated, prosecuted and locked up. If you know where the nearest United States Courthouse is, there will be an office of the United States Attorney in that city, or find it on the Internet. Don't delay or be afraid - call them!!! For all you know, they could have your (stolen) SSN and send equally fraudulent data to the credit bureaus and ruin your credit rating.. Also report them to the BBB and FTC.

I blocked the 703-763-4633 number and now it is calling me on 703-763-4279. The phone number is 703-763-4279 but the ID is 703-763-4633. Really obnoxious.

I got the same carpet cleaning message tonight, 2/25. I didn't answer the phone, but when I dialed them back "the carpet cleaning company" voice mail answered.

Have been receiving calls from this carpet cleaning service for many months. I've filled out a report to the FCC Consumer Complaint Division but it hasn't done any good. Carpet cleaner continues to call even though I'm on the "Do not call" registry.

I got a call too, which resulted in a blank voicemail which eats up my cellphone battery. At first I thought it might be a medical debt collector, since I've periodically (I think every month or 2) gotten calls on Saturday afternoon from that level 3 communications (presumably VOIP) address in NoVa, which according to wikipedia is a colorado company that succeeded global crossing as a big VOIP telecom provider with links to Comcast. If it's Comcast telling me my payment's late, I wish they would have left a message. But its more likely a "don't ask, don't tell" medical debt collector, based on my google search and someone who complained about a scripted robocall. FYI, I refused to pay a medical bill supported by altered electronic medical records. Altering them is illegal, federally and in VA, but my health insurer says they do it all the time because of their clout, both with the feds and especially in Virginia. While they didn't specifically mention Cooch, they did say they were relying on a legal opinion, and a law passed in Virginia in 2010. Turns out that the General Assembly passed a bill allowing umbilical cord blood banking, and put it in the same place as the one saying hard copy medical records couldn't be destroyed without first creating an unalterable pdf. Nope, they didn't repeal the unalterable pdf section, and a year later (after I told the bar disciplinary council), republished the statutory volume. BTW, my medical insurer and affiliated doctors hire debt collectors who feel free to ignore lots of law, including the HiTech act, CanSPAM act, do not all list, FDCPA, etc., but the policy in Virginia and HHS-OCR (to which the FTC delegated its responsibility in 2009 or 2010) is "don't ask, don't tell."
