Write our Congress and Senate. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem solved.
Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

How it works:
http://onthespotblog.com/on-the-spot-blog-stirs-up-rachel-at-cardholder-services/ ...
http://onthespotblog.com/tag/cardholder-services/

We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem solved.
Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

These calls are coming from call centers in Costa Rica and India and they are using spoofed (false)
numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in
this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small
print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer
Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes
or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for
each violation.

People should continually file complaints with their Attorney Generals office and also file with:
http://www.fcc.gov/complaints
https://www.ftccomplaintassistant.gov
If enough people keep complaining then maybe something will get done.

The FTC has already taken action against some of them however they just pay a small fine and are back at the same scam the next day:

I will say it again, we need CRIMINAL penalties against the companies that are profiting from these
calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem
solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

Call came in at 1:32 p.m. on August 2, 2012. Caller ID info: Wireless Caller; 1-704-201-6624. Auto recorded message began after 5 seconds of silence. The prerecorded message gave no company name, no return telephone number to call, and no opt out option. The message was all about lowering your credit card interest under the recovery act. No credit card name or bank name was referenced in the recording. The call auto disconnected itself 3 seconds after the recorded message ended.

When I called the number back, I was connected to a recorded message saying, "you have received a call from a credit card scammer . . ." It appears that the telephone number shown on callees Caller ID may be a spoofed number that may or may not be legally assigned to the person who made the out going recorded message.

Please report calls received from this apparent scammer to the FCC.

The recorded message when you answer the phone is about "your credit card account."

When I called the number back to asked to be removed, I received a recording that stated "If you received a call from this number, you've been called by a credit card scammer . . . "

Very weird.

Keep getting these, "Your credit card may be at risk," calls from these scam artists even though my number is, and has been, on the Do Not Call registry for years now. The Republicans in Congress have gutted the DNC system so their criminal friends that own and operate these off-shore scammers can get away with murder. VOTE Democrat in November and TAKE BACK AMERICA!

I have been getting roughly two calls per day from these people, who keep calling me from all different numbers.  I've already found out from the non-emergency police in a couple of the states (where these numbers originate) is that they get their phones usually from a place like Radio Shack.  They said it's next to impossible to catch these guys and that they've had a lot of complaints.  They will continue to call even if you have a number listed on the Do Not Call Registry.  Your best bet is to block their number if you have Comcast but I have found that they will just use other numbers.  Totally a scam and we're getting really tired of the phone calls every single day.

Received a phone call from 704-201-6624 in Charlotte, NC, they did not leave a message. I have a few friends in Charlotte and I called back, thinking this might be someone I knew. The male voice message (a man, not a machine) says, that he is a "CREDIT CARD SCAMMER, but thanks for calling back and wasting your time"....  Would the government start doing something soon about all these jokers, telemarketers and other such a scam out there, for accessing our private numbers and disturbing our life ???

I called this number back and the voicemail states, "hello, you have received a call from a credit card scammer. Next time answer your phone, or don't and just waste our time"! No joke. This is obviously no real company. I was shocked by the obnoxious message.

I received a call from this number yesterday.  I was not home to receive it.  STOP answering your phone if you don't know who it is!!!!  I don't answer any number I don't know.  If they really want me they will leave a message and I will call them back...if I feel like it.  Not only that, they now know this is a real number because you have answered it!  The more you don't answer the less the phone calls!!!  I have about 40 numbers that this Rachel calls from about lowering interest rates.  Haven't answered a one and they come less frequently.  The important people in my life know how to reach me at all times so it's not necessary to answer these calls.

I have received "25" calls from this company from "25' differnt numbers! It is a Debt Consolidation Company from Florida. The message is this is your final chance to lower your current credit card rate! They will change their number every time you have filed a claim with the National Do Not Call registry. I contacted the Better Business Burea in Florida and filed a complaint and the calls stopped for a while. However they began again on 7/16/2012 from this number in the Charlotte area. The Better Business Burea in Charlotte does not have a listing for this number or address of a location in the Charlotte area! This company has an "F" rating with the Better Business Burea.

I picked up the phone and half listened to the message about lowering my credit card interest!!!!!!!!!!!!!! As I have had my credit cards cancelled as I have paid them, if they call again I'll ask them what is the interest on a $0 balance???????????
But after reading everybody's essage, if you answer, just ask them what is the interest on a $0 balance as I plan to do??????????? Frankly, if this is a wireless caller, I believe it's just a "company" trying to get information as my phone number is unlisted or kids with nothing to do!!!!!!!!!!!!!!!!!!!!!

I missed the call.  I called back and got a recorded message saying "Hi there.  you received a  call from a credit card scammer.  I suggest in the future when this number comes up you just answer or you could have fun and waste their time."

Then a female voice said "this subscriber is unavailable.  To leave a call back number press 1"

I just received a call from 704-201-6624, and all they said was " Hi there. You just received a call from a credit card scammer. I suggest that in the future, when this number comes up, you answer it, or you can just waste our time. Then a woman recording comes on and wants a phone number where you can be reached. I was just talking with a credit company when I received this call. I wonder if the credit company was a scam, or if the 704 number was just a crank call?

The FTC does nothing so the approach is to go for their $.  Call your State senators and representatives each time you receive a call in addition to the FCC complaint.
The call must be made for every call you receive when you are on the DNC list.
These calls are an invasion of privacy if not direct scams.  If the Senators start receiving several hundred calls a day, perhaps they will understand that phone calls can be an invasion of privacy.
The federales can chase the FCC who,in turn, can chase the phone companies.
It is an easy problem to fix if we do something so get on the phone.
