No, you can still report them to the appropriate authority's here in the US..
Since its a california number, you can contact the California State Attorney General.  Use the FBI link for the calls & texts, but if you get a email, then you can report it to the cyber crimes division IC3..

The same number txtd me to buy my iphone... hes also using the number +7077225213... I have searched these numbers and both are in california! This person is targeting canadians. I am from saskatchewan!! Low life... all we can do is spread the word!

Put "Cash only, local only" in your craigslist or Kijiji ad.

Same with me. Cell phone on kijiji, frech add but has wrote to me in english. Surprise by his offer of 130 $ extra  for shippement, I just found the info here. Thanks. Just wounder why this person is still in action under the same number?

Just got out of an sms coversation with this prick. He tried to buy an Ipad from me, through paypal only. I had listed this item on kijiji. Unable to talk to the guy over te phone. He sent me a fake paypal payment confirmation when I told him it was a deal. Pathetic. I told him to at least learn his trade befor screwing people. This is a low level scammer easy to figure out. But as other said : spare your time and go with ebay or sell/buy locally.

Just dealt with this guy over text, same story as all yours. I was selling some jewelry. He wanted to transfer money through paypal. Area code was California, wondered why someone from California was looking at Ottawa kijiji and asked him that. He said he was posted at a military camp. I told him i didn't deal with paypal and to use email money transfer. He then kept asking me to send him my banking info. I'm sure you can figure out my response to that; all he needed was my email address. He hasn't bothered texting me since....

Got a text offering 120$ for a tab I put up for 100. Paypal request and everything same as already mentioned. After research on google, I replied with an equivalent message to STFU, exept longer with a much more graphic language. No reply back from him ;)

Same thing happened to me, he offered me $210 for a $120 camera and said to paypal me the money.  If it's too good to be true, beware!

it just happened to me today! he tried to offer me more than what i was asking for the cellphone i was selling on kijiji) to pay for the shipping. when i said I didnt have a paypal and i'd rather do a bank transfer he stoped texting me. ( im french canadian and he also does his business in french ! )

Almost the same story as JJ. He texted me about a cell phone I wanted to sell on kijiji. He gave me his email address so I could send him a payment request via Paypal. I asked his full name and the shipping address. I googled it and realized it was not his first attempt...
