i used to work for a telemarketer in Illinois that made the calls for THE iLLINOIS COUNCIL OF POLICE. It is NOT the police...but a bargaing union.  We would also called for donations for veterans, firemen, breast cancer funds..on and on and on. We would call suckers in New York, Florida, Wisconsin, Illinois, Missouri...to name a few.   It is a total scam......the call center takes 85% of every dollar you donate. It is a hunt for the dumb and dumber, a true numbers game.  About 3% of those people called will actually donate at least $15 - ,minimum patron listing donation.  About 40% of those who say they will donate actually are dumb enough to mail back check.  Since the telemarketer makes minimum wage...and the operation is ( i am not kidding) 20 ex-cons (mostly) calling from the basement of a seedy buildng (we are talking card tables set up with 1/2 broken computer.phone systems lined up and in place)  they make a LOT of money off stupid people....a lot of elderly people.  Once you are dumb enough to donate for one charity....(let's say the Police scam) LOOK OUT!!!  You will forever be called by the SAME outfit...by the SAME people...for every other kind of donations.  In three months you will get timely calls for Fire, Terminally ill children funds, Veterans...all of it.  They will call and call and call....:Suck the sucker dry" we used to call it. The script is VERBATIM, if you deviate from it...you are fired. To them this is MOST important...the worry of Law-Suits abounds. The script is very carefully put together...and if you read it VERBATIM they don;t have to worry about lawsuits.  Every phone call/convesation is monitored by (tatooted ex-con) supervisors and recorded.   The reason a lot of time the phone would ring and by the time you get to it...they hang up...is because noone actually called....It was the computer.  All these phone numbers are in the computer "File" to be called and as a PERSON on our end is available the computer will put it through.  If the phone rings and no one is there,,,it is because the computer knows a telemarketer is not available so it makes YOU wait or it hangs up on you.  Better the sucker waits...or runs to the phone over and over than have the minimum wage telemarketer wait for YOU! As a note, I left for greener pastures...I lasted about 1/2 a year.  I am not proud of what I did - but right out of the joint...it was the only job I could get. I lasted, much longer than the average employee there.  The average telemarketer lasts about 1 month.  If your hourly average isn't at least $40/hour in donations...they fire you.  If you can manage over $50/hour you get a whole 50 cents/hour extra in your weekly check. Most do not habit what it takes...to get slammed on all day long.   They computer assisted calls means as soon as you computer terminate one call...the next sucker is on the line.  You can average 400 calls a 6 hourshift this way.  Out of 400 calls.....there will be a few stupid people.  God....I hated it...but when your only option is to do it or be homeless...you have no choice. I hope this helps you to understand this slimy business.

Years ago I got tricked into working for this company.  There was an posting at the College of DuPage job posting board of looking for people to call for non-profit groups.  This sounded great to me, I needed a job, had a good speaking voice, and could benefit the community.
For the first day or two, I actually did confuse ICOPS with the Fraternal Order of Police.  Also, when we called we were supposed to pretty much imply that we were officers without actually saying the same.  There were supposed to be three donation levels (silver, gold and platinum or something) affixed to standard amounts.  However, if the computer said that the person being called had made a donation before, we were meant to attach that amount to the lowest level, and come up with comparable numbers for the higher levels.
There were a few other groups to take donations for, including something to be confused with the Make-A-Wish foundation and something to be confused with a respectable war veteran's group.
Over the course of the week, it became more and more apparent that the company I was working for was basically scamming people, and the level to which they were doing the same.  Of course I left the job pretty quickly.  I was pretty good at talking to people and coming off assertively like a cop so I was able to usually solicit a few donations an hour.  I still feel a bit guilty about doing that, including a few old lady's who called me 'officer,' sounded alarmed to be getting a call from the police, and I didn't correct.

Got call on a Sunday at 6:30 and no one responded.  2 hours later i get a call marked private and since my parents are out of the country and sometimes the call comes up unavailable i thought it might be them.  It was a person claiming to be from the police dept.  I asked why the number was marked private and he said he didn't know.  I told him that the call seemed like a scam cause they were hiding the phone number.  He said it wasn't a scam i asked then why hide the number and hung up.

It's a call center in Texas, says they're collecting "donations" to benefit IL St. Troopers. I asked who gets the money and she said it was for "supplemental" because their insurance policies don't cover "everything". What a joke. I told her that I didn't give a damn. She hung up.
It's a fraud.

asking for a pledge, and they wanted to know specifically what I would donate, I said go ahead and mail whatever, but I need to read it first.  I am doubtul of validity, a lot of background noise which leads me to believe that this is telemarketing efforts

Received phone call from Laura, an Illinois State Police dispatcher.  She was reporting our co. "Illinois Council of Police" 's name for fraudulent donations.  He said they were notifying residents of ICOPS "back to badge" or some such program .... Laura let him know that it was the police dept. he was calling and not a resident and was hung up on.

I just got a call from it.  No area code comes up, but it says Oak Brook, which is odd, since we are in 708, so 630 should have shown up. Said he was with Illinois Fraternal Order of Police, or something like that.  Ya, whatever.  I asked him not to call since we are on a do not call list.  He said that that does not apply to him since they are not-for-profit.  I just hung up before he could finish what he had to say.

High pressure telemarketers soliciting donations "on behalf of the Illinois Fraternal Order of Police."

I encourage folks to call or send a comment to the organization informing them the organization is extremely rude.  I certainly wouldn't want my organization's name tarnished by this company's tactics.

I added that number to my Call-Screening list.  We'll see.
I'm on the DNC list also.  But that doesn't apply to non-profit organisations.  In fact: I found out from a friend who did telemarketing for a non-profit org, that places like Fraternal Order of Police etc
buy their list from the Do Not Call agency. - WOW!!!
Someone needs to find politicians that don't take bribes - when you do, at a nearby airstirp, a squadron of pigs will be ready for take off. :(
And YES - Oak Brook, IL is 630 - I think people should lobby the FCC for allowing telemarketers to let ANYTHING (including an 800 type number) display on Caller ID and that number can't be blocked.
