This number is registered and used by the American Family Association out of Oakbrook, IL.
If you call them with your CID blocked they won't allow the call to go through. If you unblock your number, then they will accept the call and you get their little 'schpiel' about removing your number from their 'list'.
I simply block them with Phonetray and play them a little message of my own doing just for groups like this.
