The Federal Trade Commission (FTC), the nation's consumer protection agency, is warning consumers to be on the alert for scam artists posing as debt collectors. It may be hard to tell the difference between a legitimate debt collector and a fake one. Sometimes a fake collector may even have some of your personal information, like a bank account number. A caller may be a fake debt collector if he:

?is seeking payment on a debt for a loan you do not recognize;
?refuses to give you a mailing address or phone number;
?asks you for personal financial or sensitive information; or
?exerts high pressure to try to scare you into paying, such as threatening to have you arrested or to report you to a law enforcement agency.

If you think that a caller may be a fake debt collector:

?Ask the caller for his name, company, street address, and telephone number. Tell the caller that you refuse to discuss any debt until you get a written "validation notice." The notice must include the amount of the debt, the name of the creditor you owe, and your rights under the federal Fair Debt Collection Practices Act.
If a caller refuses to give you all of this information, do not pay! Paying a fake debt collector will not always make them go away. They may make up another debt to try to get more money from you.?Stop speaking with the caller. If you have the caller's address, send a letter demanding that the caller stop contacting you, and keep a copy for your files. By law, real debt collectors must stop calling you if you ask them to in writing.
?Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know whom you're dealing with. Scam artists, like fake debt collectors, can use your information to commit identity theft ? charging your existing credit cards, opening new credit card, checking, or savings accounts, writing fraudulent checks, or taking out loans in your name.
?Contact your creditor. If the debt is legitimate ? but you think the collector may not be ? contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.
?Report the call. Contact the FTC and your state Attorney General's office with information about suspicious callers. Many states have their own debt collection laws in addition to the federal FDCPA. Your Attorney General's office can help you determine your rights under your state's law.

GOT A CALL FROM THIS NUMBER 713-955-1246 IN REF TO A RETURNED NOTE. THEY STATE THAT A COMPLAINT HAS BEEN FILED AGAINST MY DRIVER'S LICENSE. I CALLED THE NUMBER BACK AND GET A RECORDING THAT IT IS A NON WORKING NUMBER. WOULD LIKE TO KNOW WHIO THESE PEOPLE ARE!

Got the same exact call today as everyone else.  Except this time, it went to the phone # of our company CFO!!  She fwd'd the message to me.   Same message as everyone else.  A "banking issue" associated with my driver's license #.   How odd that it's all the same message to everyone.  If the scammer is trolling this site, nice try but you're still a loser.

got the same recording on my answering maching today last name first a return item I don't write checks even thou I have checks I was getting ready to see if someone might have broke into my house and stole my check book but pretty much the same thing I have a return item from a merchant and it is attached to my driving license cons they are always working over time

Phone call for my Daughter, who hasn't lived here in 20 years, saying they have a returned check with drivers license number. Need to contact them. When I called back, the message said the server was full and could not except any more messages.
SCAM!? I think so, since this phone number was not in effect when my daughter lived here.

Received call from 713-955-1246. Message was this is an official call for C R , a name that I recognized because of a stolen identity from several years ago.  It was an automated message that said they needed to speak to me regarding a claim on returned funds linked to my DL. I do not drive and have never bounced a check.

received call from 7139551246 stating they had a returned check from someone associated with my cell number. I don't know the name he gave, possibly someone who previously had the number although I've had it for over 10 years.  I told the guy he had the wrong number and to please stop calling. He said he would call again tomorrow. I told him he was an a**hole.

What's hilarious is the person asked for in the message doesn't even HAVE a DL much less a bank account, etc.

This is straight up pure fishing and fraud.

Instead of letting your caller upset you, just call your bank and ask if there are any "returned" items - most banks will send you a notice in the mail if you have a check or ACH payment returned.  If you have had anything returned, they WILL be able to tell you there and then.

NEVER pay any caller unless they MAIL proof of debt - including the alleged "returned" item.  Much as debt collectors like to claim otherwise, trying to collect on "bad checks" is still considered a debt and as such, per the FDCPA, they must still prove that you actually owe them the money.  However, only scammers use the phrase "attached to your name and driver's license number."

Message:  Yeah, this message is for "First,Last name", Ms. "Last Name", my name is Lisa Williams, I'm contacting you from the Check Enforcement Unit in regards to a fraudulent check we've received here in our office this morning, I need for you to contact me back immediately. Telephone # I can be reached on is area code 713-955-1246, my extension is 114. When "Lisa" talks it sounds like she is continuously asking a question, her voice is east coast , specifically New York, very nasally too. "Lisa" sounds like she could be reading off a script, when she says yeah it's drawn out ( Yeeeaaahs, kinda like she is bored), she hesitates before she gives her name, like she is not familiar with it or is getting used to saying it. The only thing "Lisa" sounds sure of during her message is her extension # 114 at the end.
