I'm getting these phone calls as well.  Having previously worked at Cal State Fullerton, not all 714-278 numbers belong to CSUF.  This particular number does not show up in their directory at fullerton.edu

The 714-278 are the first six numerals a Cal State Fullerton number would have.  I tried calling back the 714-278-8342 and they weren't answering.  However, that was a Sunday.  I'll call back monday

This number and a 7142788341 keep calling they leave no message or hang up in my ear each time. I can figure nothing so far on these numbers.
