keep getting calls from this number. It's a recording saying it's a message for a person (not me) and if I am not that person to hangup. Called the number but it says it's disconnected

Collections for CBE GROUP. They never leave a message, but when calling back they announce as CBE Group.

They called me yesterday and today at exactly 11:30 AM ET. I called back with blocking my number and some guy eventually answered. I can't imagine what debt I have and If I do I would know about it by receiving mail from collections first.
Can anyone verify whether this is just some scam?

I get probably three calls a week from this number. I never answer and they never leave a message.
