as a follow up to my original post, I did receive an email from them 3 days later. It was not what was discussed on the phone, but a formal demand letter. I responded and it has been 3 days since I did. No word from them - not even a phone call. As they are in New York state, maybe their phone lines are down. I'm going to wait a few more days and if no response, send them a formal put up or shut up notice.

a friend of mine had gotten a call from Executive Summary Services that was very intimidating. They tried to get her to settle her debt using a prepaid credit card!  She never comitted to this and called me right after.  I told her that I would talk to them -- this was thru their 1-855-264-9131 number --they also call from an area code 561 number.  Told the girl I spoke with to email me a formal full and final settlement offer before any monies were sent -- she said they normally don;t do that and I said this time you are.  never got the promised email or anymore calls -- this all happened 2 days ago.  Sure reaks of a scam.

These people are even good con artist/scam artist. They don't even have a good script.  They call and call never provide any detailed information.  Whoever is hiring these people that are I assume are suppose to be doing some type of job are wasting a lot of their money by calling wrong numbers and harassing the wrong people.

Received call from this number. Voicemail message was of a recorded woman's voice that stated my first name and partial spelling of my last name followed by a man's voice pratically yelling into the phone that it was Executive Summary Services and then the message cut off.

I got the same call from a man with a husky voice saying he was from Executive Summary Services, and that he was calling about a returned check from my bank. Had this unintelligible female voice say what sounds like my name(maybe) then said an reference number again I could not understand, was think about calling then back but did'nt want them to call me again on my CELL PHONE!!!!! and how or where did they get my cell  phone number......

New Twists to Telephone Collection Scam Related to Delinquent Payday Loans

The Internet Crime Complaint Center (IC3) continues to receive complaints from victims of payday loan telephone collection scams. As previously reported in December 2010, the typical payday loan scam involves a caller who claims the victim is delinquent on a payday loan and must make payment to avoid legal consequences.

Callers pose as representatives of the FBI, ?Federal Legislative Department,? various law firms, or other legitimate-sounding agencies and claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, or other Internet check-cashing services. The fraudsters relentlessly call the victim?s home, cell phone, and place of employment in attempts to obtain payment. The callers refuse to provide information regarding the alleged payday loan or any documentation and become verbally abusive when questioned.

The IC3 has observed variations of this scam in which the caller tells the victim that there are outstanding warrants for the victim?s arrest. The caller claims that the basis of the warrants is non-payment of the underlying loan and/or hacking. If it?s the latter, the caller tells the victim that he or she is wanted for hacking into a business? computer system to steal customer information. The caller will then demand payment via debit/credit card; in other cases, the caller further instructs victims to obtain a prepaid card to cover the payment.

The high-pressure collection tactics used by the fraudsters have also evolved. In one recent complaint, a person posed as a process server and appeared at the victim?s job. In another instance, a phony process server came to a victim?s home. In both cases, after claiming to be serving a court summons, the alleged process server said the victim could avoid going to court if he or she provided a debit card number for repayment of the loan.

If you are contacted by someone who is trying to collect a debt that you do not owe, you should:

   Contact your local law enforcement agencies if you feel you are in immediate danger;
   Contact your bank(s) and credit card companies;
   Contact the three major credit bureaus and request an alert be put on your file;
   If you have received a legitimate loan and want to verify that you do not have any outstanding obligation, contact the loan company directly;
   File a complaint at www.IC3.gov.

What practices are off limits for debt collectors?

Harassment. Debt collectors may not harass, oppress, or abuse you or any third parties they contact. For example, they may not:

   use threats of violence or harm;
   publish a list of names of people who refuse to pay their debts (but they can give this information to the credit reporting companies);
   use obscene or profane language; or
   repeatedly use the phone to annoy someone.

False statements. Debt collectors may not lie when they are trying to collect a debt. For example, they may not:

   falsely claim that they are attorneys or government representatives;
   falsely claim that you have committed a crime;
   falsely represent that they operate or work for a credit reporting company;
   misrepresent the amount you owe;
   indicate that papers they send you are legal forms if they aren?t; or
   indicate that papers they send to you aren?t legal forms if they are.

Debt collectors also are prohibited from saying that:

   you will be arrested if you don?t pay your debt;
   they?ll seize, garnish, attach, or sell your property or wages unless they are permitted by law to take the action and intend to do so; or
   legal action will be taken against you, if doing so would be illegal or if they don?t intend to take the action.

Debt collectors may not:

   give false credit information about you to anyone, including a credit reporting company;
   send you anything that looks like an official document from a court or government agency if it isn?t; or
   use a false company name.

Unfair practices. Debt collectors may not engage in unfair practices when they try to collect a debt. For example, they may not:

   try to collect any interest, fee, or other charge on top of the amount you owe unless the contract that created your debt ? or your state law ? allows the charge;
   deposit a post-dated check early;
   take or threaten to take your property unless it can be done legally; or
   contact you by postcard.

I got a call stating they were calling about a returned item from my bank, recorded line. Stating a file number and an 855 return call number. This was Summary Services, once I called back * 69 and got the correct number. They never mentioned my bank name or anything affiliated with my bank. Could not reference what address they had on file and wanted a new card number. This has to be a scam!!!

Got a message from Executive Summary Services. Trying to be official sounding, but not so much. I think this is a debt collection company. I called back only to get a very unprofessional woman with a sarcastic attitude. Just what I needed on a busy work day. Not my debt but someone used me as a reference that I never heard of and they thought it's ok to harass me. I told then of take me off their "list". If they call me again my next call is to the FTC to file a complaint. So go ahead... make my day!!!!!

Got a call from a man with a loud, blustery voice--very threatening. He stated the call was for (then a recorded female voice supposedly stated my name, but it was unintelligible). He spoke quite rapidly stating that my bank was accusing me of some kind of fraud and that I or my attorney should contact him immediately. Then he gave me a case number (using the recorded female voice again) and said he expected a response to his call, as this was not a call from a solicitor, but was a serious matter. This is definitely some kind of scam. He didn't mention the name of my bank, he never said my name himself using only the recording to state my name, there were no specific details whatsoever. I have received no notifications from my bank through the mail. I am in excellent standing with my bank. The call was creepy.
