the person calling asked for my mother-in-law, then for her husband Her husband has beeen deceased for 20 yrs. When I said I will give her a message the caller said he was "CHRIS FROM BUFFALO" After asking him twice for the name of his company/Employer he said the company's name was "CI". My mother-in-law does not know the company or Chris in Buffalo!! He gave the # 716-614-5374 as his company #.9H3

This company has been calling my mother.  I talked to them and they refused to give me a mailing address and hung up on me.  Supposedly a lawyer by the name of Steven Lewinski is the Senior Representative their and he gave me this number as his direct line.

She called and left 2 messages for me then called my father in law, my sister in law, my wife, and my mother in law.  She said she was from Social Security when she left the message for me, however I erased it by mistake.  I would've had her for falsely impersonating someone from a federal agency.  When she asked why I couldn't pay the debt I replied that I was out of work for 2 years and she told me she knew that cuz she called the IRS.  She told me I should work at McDonald's, that I was just lazy!  She told me that if I couldn't pay a settlement today then she was filing papers in court the next morning.  I told her to do what she needed to do then.

Paula Swain from Buffalo, NY is calling my wife and I making threats. When my wife tried to resolve the issue Paula started yelling at her and hung up. Paula then started calling my cell and my wife's cell at the same time and hanging up as soon as we answered. If it's money she is trying to collect she will have a hell of a time getting it by hanging up on us. She has continued to ring the hell out of our phones non stop for the last two days only to hang up on us. I had to Google this witch just to find out which company she works for.

There is a right and wrong way to handle these bottomfeeders.  Ignore them is THE WRONG WAY - but paying a debt you do not owe and they cannot prove you owe is also the WRONG WAY.

Creditor's Interchange is located in Buffalo, NY,  and they have a large collection operation across the river in Canada where the wages and worker benefits are even smaller.

VERY aggressive debt collectors who lie, threaten and do any illegal act imaginable to separate you from your money. These are nasty, desperate conmen,  and should NEVER be trusted. They have posed as bankers, lawyers and other professionals to scare consumers into believing something bad would happen, if monies were not immediately forthcoming.

Debt Collection FAQs: A Guide for Consumers
If you?re behind in paying your bills, or a creditor?s records mistakenly make it appear that you are, a debt collector may be contacting you.
The Federal Trade Commission (FTC), the nation?s consumer protection agency, enforces the Fair Debt Collection Practices Act (FDCPA), which prohibits debt collectors from using abusive, unfair, or deceptive practices to collect from you.
Under the FDCPA, a debt collector is someone who regularly collects debts owed to others. This includes collection agencies, lawyers who collect debts on a regular basis, and companies that buy delinquent debts and then try to collect them.
Here are some questions and answers about your rights under the Act.

What types of debts are covered?
The Act covers personal, family, and household debts, including money you owe on a personal credit card account, an auto loan, a medical bill, and your mortgage. The FDCPA doesn?t cover debts you incurred to run a business.

Can a debt collector contact me any time or any place?
No. A debt collector may not contact you at inconvenient times or places, such as before 8 in the morning or after 9 at night, unless you agree to it. And collectors may not contact you at work if they?re told (orally or in writing) that you?re not allowed to get calls there.

How can I stop a debt collector from contacting me?
If a collector contacts you about a debt, you may want to talk to them at least once to see if you can resolve the matter ? even if you don?t think you owe the debt, can?t repay it immediately, or think that the collector is contacting you by mistake. If you decide after contacting the debt collector that you don?t want the collector to contact you again, tell the collector ? in writing ? to stop contacting you. Here?s how to do that:
Make a copy of your letter. Send the original by certified mail, and pay for a ?return receipt? so you?ll be able to document what the collector received. Once the collector receives your letter, they may not contact you again, with two exceptions: a collector can contact you to tell you there will be no further contact or to let you know that they or the creditor intend to take a specific action, like filing a lawsuit. Sending such a letter to a debt collector you owe money to does not get rid of the debt, but it should stop the contact. The creditor or the debt collector still can sue you to collect the debt.

Can a debt collector contact anyone else about my debt?
If an attorney is representing you about the debt, the debt collector must contact the attorney, rather than you. If you don?t have an attorney, a collector may contact other people ? but only to find out your address, your home phone number, and where you work. Collectors usually are prohibited from contacting third parties more than once. Other than to obtain this location information about you, a debt collector generally is not permitted to discuss your debt with anyone other than you, your spouse, or your attorney.

What does the debt collector have to tell me about the debt?
Every collector must send you a written ?validation notice? telling you how much money you owe within five days after they first contact you. This notice also must include the name of the creditor to whom you owe the money, and how to proceed if you don?t think you owe the money.

Can a debt collector keep contacting me if I don?t think I owe any money?
If you send the debt collector a letter stating that you don?t owe any or all of the money, or asking for verification of the debt, that collector must stop contacting you. You have to send that letter within 30 days after you receive the validation notice. But a collector can begin contacting you again if it sends you written verification of the debt, like a copy of a bill for the amount you owe.

What practices are off limits for debt collectors?
Harassment. Debt collectors may not harass, oppress, or abuse you or any third parties they contact. For example, they may not:
    use threats of violence or harm;
    publish a list of names of people who refuse to pay their debts (but they can give this information to the credit reporting companies);
    use obscene or profane language; or
    repeatedly use the phone to annoy someone.

False statements. Debt collectors may not lie when they are trying to collect a debt. For example, they may not:
    falsely claim that they are attorneys or government representatives;
    falsely claim that you have committed a crime;
    falsely represent that they operate or work for a credit reporting company;
    misrepresent the amount you owe;
    indicate that papers they send you are legal forms if they aren?t; or
    indicate that papers they send to you aren?t legal forms if they are.

Debt collectors also are prohibited from saying that:
    you will be arrested if you don?t pay your debt;
    they?ll seize, garnish, attach, or sell your property or wages unless they are permitted by law to take the action and intend to do so; or
    legal action will be taken against you, if doing so would be illegal or if they don?t intend to take the action.

Debt collectors may not:
    give false credit information about you to anyone, including a credit reporting company;
    send you anything that looks like an official document from a court or government agency if it isn?t; or
    use a false company name.

Unfair practices. Debt collectors may not engage in unfair practices when they try to collect a debt. For example, they may not:
    try to collect any interest, fee, or other charge on top of the amount you owe unless the contract that created your debt ? or your state law ? allows the charge;
    deposit a post-dated check early;
    take or threaten to take your property unless it can be done legally; or
    contact you by postcard.

Can I control which debts my payments apply to?
Yes. If a debt collector is trying to collect more than one debt from you, the collector must apply any payment you make to the debt you select. Equally important, a debt collector may not apply a payment to a debt you don?t think you owe.

Can a debt collector garnish my bank account or my wages?
If you don?t pay a debt, a creditor or its debt collector generally can sue you to collect. If they win, the court will enter a judgment against you. The judgment states the amount of money you owe, and allows the creditor or collector to get a garnishment order against you, directing a third party, like your bank, to turn over funds from your account to pay the debt.
Wage garnishment happens when your employer withholds part of your compensation to pay your debts. Your wages usually can be garnished only as the result of a court order. Don?t ignore a lawsuit summons. If you do, you lose the opportunity to fight a wage garnishment.

Can federal benefits be garnished?
Many federal benefits are exempt from garnishment, including:
    Social Security Benefits
    Supplemental Security Income (SSI) Benefits
    Veterans? Benefits
    Civil Service and Federal Retirement and Disability Benefits
    Service Members? Pay
    Military Annuities and Survivors? Benefits
    Student Assistance
    Railroad Retirement Benefits
    Merchant Seamen Wages
    Longshoremen?s and Harbor Workers? Death and Disability Benefits
    Foreign Service Retirement and Disability Benefits
    Compensation for Injury, Death, or Detention of Employees of U.S. Contractors Outside the U.S.
    Federal Emergency Management Agency Federal Disaster Assistance
But federal benefits may be garnished under certain circumstances, including to pay delinquent taxes, alimony, child support, or student loans.

Do I have any recourse if I think a debt collector has violated the law?
You have the right to sue a collector in a state or federal court within one year from the date the law was violated. If you win, the judge can require the collector to pay you for any damages you can prove you suffered because of the illegal collection practices, like lost wages and medical bills. The judge can require the debt collector to pay you up to $1,000, even if you can?t prove that you suffered actual damages. You also can be reimbursed for your attorney?s fees and court costs. A group of people also may sue a debt collector as part of a class action lawsuit and recover money for damages up to $500,000, or one percent of the collector?s net worth, whichever amount is lower. Even if a debt collector violates the FDCPA in trying to collect a debt, the debt does not go away if you owe it.

What should I do if a debt collector sues me?
If a debt collector files a lawsuit against you to collect a debt, respond to the lawsuit, either personally or through your lawyer, by the date specified in the court papers to preserve your rights.

Where do I report a debt collector for an alleged violation?
Report any problems you have with a debt collector to your state Attorney General?s office (www.naag.org) and the Federal Trade Commission (www.ftc.gov). Many states have their own debt collection laws that are different from the federal Fair Debt Collection Practices Act. Your Attorney General?s office can help you determine your rights under your state?s law.

I have received a number of calls from Paula Swain at my work number, cell phone and she made nasty threats if I didn't call her back. She has also harrassed my children and ex-husband. Apparently she is trying to contact my older daughter. I asked her to stop calling my work number and told her what she was doing was illegal. Her response: "It doesn't matter, I'll be calling you back."

The number on my caller ID is 716-580-3817. The voicemail is John Swan with Admin Recovery. I do not remember the extension. Apparantly it is VITAL that I call today or things will be really bad for me. I know what this bill is they are calling about and I know I owe it. The problem is, this is probably about the 7th scummy collection agency to contact me about the bill. I am now reluctant to pay anything for fear if I pay one agency, the other 6 will still come after me. I even had one agency get my boss's name from my voicemail greeting at work and call her!! Luckily I check her voicemail so she never got it but jeez....I have worked in collections (for a reputable law abiding agency), I know the game and I know the laws in FL. They are not dealing with a novice dirtbag client that is just not paying her bill. I never treated the ower badly or used scare tactics. It's not necessary. So my dilemma is this, I have tried to establish a payment plan with one agency in writing by mail (that's the only way I will communicate with them at this point since I cannot record the calls) but they will not put the agreement in writing. They continue to harrass me by phone, and again, I have 7 different agencies contacting me about the same bill now.....I have contacted the actual company I owe the money to but they have written off & sold the debt so they cannot help me. What do I do? None of the agencies are reputable but I really don't want a judgement against me. I just want to pay the bill without fear of the other agencies.

i received a call from this Paula Swain, so I researched her.. she is nothing more than an over-aged scum bag bill collector working at Creditiors Interchange. This company doesn't sue people. Ms.Swain herself, has filed Chapter 7 twice, and was also fired from a loan company for "illegal activty", which resulted in a judgement for almost 300k filed against her. She is just another typical employee of this company. I would suggest if she calls again to recored the call and consult with an attorney. This company get sued on a regular basis and if you have the call recored, there is nothing they can do except settle..

The caller from this number called my 2 daughters on their cell phones harrassing them to get my phone number in which neither of them would give up. They used very verbally abusive language with them and in return  my girls hung up on them as I would do if they had reached me.They told them there was some judgement against me being filed tomorrow... for what who knows.... her name is paula swain

I received a call from them and the caller used intentionally deceptive wording to give me the belief he was calling from an insurance company.

Anyone who calls from this number is not worth your time.

I received a message to call 716-614-5374.This is creditors Interchange a collection agency out of Buffalo New York.They also have offices in Derby NY,Cleveland OH,Las Vegas and in Florida.They collect on numerous kinds of debtIE:auto defiencies,student loans and numerous credit cards.From what I have found out they also handle PRE-LEGAL accounts.So don't pass it off as I did because the call I received from them stated they were calling about an arbitration account I had with them.Well I blew it off and now I am being issued a judgement against me for an un paid credit card bill I owed.Granted most of these type of companies use scare tactics to get you to pay which is what I thought.If you receive a call from these people call them back and hear what they have to say before you end up in the same situation I am in.Not only do i know have to pay the balance owed (which was only $3500) and i could have worked out a plan to pay it back but know I have to pay all these fileing and processing fees on top of it.

A woman called never told her name or company and said that I had a Social Security card problem too give them a call at 716-614-5374 Ext3777. Called this number and they wanted my driver lic. number and the full S.S number. I told her noway. And she said that I could put in jail! So I hung up!!
