We get the same type of call a couple of times a day. No one says anything I don't hear noise of any kind. It's within our area code. How do we stop or block it?

Called the business I work for, woman on the other end says "I'm sorry, we are updating our information today, we will call back another time."
I reply confused "OK"
She then said "Have a nice day" and hung up.
This was some sort of office, as the noise of phones and other reps were loud in the background.
No clue of what business this was.

Someone called me from this number to renew a trade magazine "Design News". They were trying to get me to renew my current free subscription by updating my information. Surprisingly, this number is local to my area (717 area code).
