I called the number back and pressed 1. The agent asked if I wanted to save money on car insurance and I said no, I want to know where you got this number. He then said they would add my number to the do not call list and hung up on me.

Illegal recorded message selling car insurance under the pretense of some kind of bogus "notification from the secretary of state" that "your car insurance company might be overcharging you." If they call again, I'm collecting as much information as I can and sending it to the FCC... not that I think that will do any good, but the prospect of getting them fined or arrested might make me feel better about having to put up with these morons and their stupid robo-calls.

Recorded call soliciting auto insurance from an un-named firm to a business cell phone number that's been on the DNC list for 18 months.
High-quality professionally produced recording made it sound like they were a government agency or a non-profit group trying to inform me of a change in the law. Calling the number back got a similar high-quality recording, with an option to press 1 to talk to a live agent, but no mention of the organization's name.
Multiple return-call attempts (to identify the company for my FTC complaint) all ended after ~2 minutes of hold music.
