I recieved a call on monday morning at around 10:26a.m. on my cell phone. my phone rang 4 times in a matter of 10 min. The fifth time it rang, I asked my teacher if I could "make a call to my mom"(btw I am 17 yrs of age, and a senior in high school), after I was excused into the hallway. Ironically, 2 min. later, I was call by someone with the same exact number. So I answered my phone and was informed on 10% off credit card bankrupcty or something like that. The message told me to "Press 1 to take advantage of this opportunity and you will be connected to one of our operators." The operator told me about this "Special once in a life-time" offer. Obviously, it was a scam. so I decided to play along as if I was intrested. The operator asked me what bank I belonged to. I asked him why he was asking me this. He became slient for about 5 sec. Then he asked me what my name was. I told him that he should know, considering the fact that he wanted to give me credit card crap. So then I asked him what the name of the insurance company was, then he was slient. I could tell he was getting agervated with me. So he asked me about my e-mail so he could register me for this special offer, then I told him I was alerting the authoroties, and then he hung up. so far I never got another call from those SCAMMERS.

Automated system called claiming I was qualified for a lower rate on my credit card without any reference to which bank or credit card company was making the offer.  I pushed one to get the offer and get a live operator and let them know I don't have any credit cards.  The live operator didn't offer any company identification either before she hung up on me. Beware the scam boys and girls.

This must be a scam. The operator offered me a lower credit card interest rates. I pressed one to speak to a live operator, it was a lady named Maria,  and when I asked her what credit card she was talking about she just hung up on me. They called my office line, which is not tied to any of my personal accounts. Seriously who would waste their time making random calls if they weren't up to something?

I also got a call from this #. Claiming that I was qualified for a lower interest rate on my cc. I almost fell into this scam. I recently applied for a credit card and I thought it had something to do with that, but I got a little suspicious because they didn't say what company they were calling from. We should all verify before giving any information to anybody. I'm glad people are reporting this to let other people know.

A federal judge has slapped a telemarketing ban on a Canadian outfit that targeted U.S. consumers with false claims that it could reduce their credit card interest rates.

At the request of the Federal Trade Commission (FTC), the court entered a permanent injunction that puts the defendants out of the telemarketing business. It also bars them from misrepresenting that they are affiliated with consumers' credit card companies, or that they can get consumers' credit card interest rates reduced.

The court also ordered the defendants to pay more than $7.8 million.

According to the FTC's complaint, the telemarketing operation cheated about 12,000 consumers out of more than $7.8 million between 2005 and 2007 by falsely claiming that it could substantially reduce consumers' existing credit card interest rates and save them thousands of dollars in interest and finance charges.

The defendants are Select Personnel Management Inc., based in Ontario, doing business as Select Management Solutions Canada; 1402473 Ontario Limited; 1489841 Ontario Limited; 2105635 Ontario Limited; Special T Services Group Inc.; United Registration Services Inc., as well as individual defendants James Stewart, Luigi Paulozza, and Philip J. Richards.

The FTC charges that they stated or implied--falsely--that they were affiliated with consumers' credit card companies. For $675 plus $20 for shipping and handling, according to the complaint, the defendants sent consumers promotional materials with promises to substantially reduce their interest rates, and a "financial profile form" for them to complete and mail back.

The complaint states the defendants promised to reduce the interest charged on credit cards to rates between 4.75 percent and 9 percent, save consumers at least $2,500, and refund the cost of their services to consumers who did not save at least that much money.

In fact, according to the FTC, the operators of the scam did little more than add their own fee to consumers' credit card balances. The extent of the rate-reduction services consisted of setting up three-way telephone calls with consumers and their credit card companies, and asking that the companies lower the interest rates. Those requests typically were denied.

The FTC said the defendants' misrepresentations violated the FTC Act and the Telemarketing Sales Rule (TSR). The agency also charged the defendants with violating the TSR by "spoofing" telephone numbers so that their calls appeared on consumers' caller identification services as coming from another number, and by failing to provide the names of the defendants or their telemarketer on caller identification services.

Consumers across the U.S. and Canada are bombarded with phone calls promising to lower interest rates on their credit cards,. Not only are the calls violate U.S. and Canadian Do-Not-Call laws, but some companies behind the calls are ripping off consumers by charging large up-front fees to negotiate lower interest rates with credit card companies?something consumers can do on their own for free.

Robocalls generally begin with recorded messages that include statements like: 'This is our final attempt to reach you since you've not responded to our other calls to discuss your credit card debt.' The automated message invariably does not include the name of the company, but may claim to be with Card Services or Card Holder Services.

After the initial recorded message, consumers must dial another number to be connected to a live person, who in turn asks for the consumer?s credit card number. From there, the operator begins closing the sale, asking if the consumer is willing to pay ? usually from $700 to $1,000 - to have their firm contact the credit card company and negotiate lower rates.  

'The ?negotiation? undertaken by these companies can be as simple as calling the customer service number listed on the back of the consumer?s credit card and asking a customer service representative to lower the interest rate,' said Steve Cox, BBB spokesperson. 'Consumers are fully capable of talking to credit card companies on their own, for free, and getting similar results. Consumers simply don?t need to pay any company a thousand dollars to negotiate lower rates on their behalf.'

BBB has received numerous complaints about two Orlando-based companies, CSTR Solutions, Inc. and Genesis Capital Management, and one Tacoma-based company, Mutual Consolidated Savings. All are behind at least some of the robocalls and are promising to save people anywhere from $2,000 to $25,000 by negotiating lower interest rates with credit card companies.

According to BBB complaints, companies are also failing to uphold money-back guarantees and not refunding money in cases where they are unsuccessful in lowering rates.

Finally picked up the phone after multiple calls from 720-520-9180 the oper. told me that she can lower my rates and i was very intrestead and when i finally told her i was at work and if she can give me a number to call i would and she hung up on me.. go figure its a scam!! usually dont CC companies make you verify info??

I just got a second call from this number. First was yesterday evening; I didn't answer, no message was left. I answered the call just now, with the same deal about being from "credit card services." I had an option to press 1 to be connected to a live operator (obviously not a good idea), or 2 to not be contacted again.  I pressed 2 (I saw no harm in this - someone please correct me if I'm wrong).  I'll come back here and repost if they do call again.

I've had the same call multiple times on my cell phone and once on my work phone.  I hung up on the calls to my cell the first few times.  When they continued to annoy me, I decided to talk to them.  I let the caller go through his entire spiel.  He asked me if I had more than $10,000 in credit card debt and if my current interest rate was higher than the one he was offering.  I answered yes to both of these questions to string him along.  He then asked which credit cards I had.  I asked him if he knew my name.  This threw him off his game a little bit.  He continued on, saying that they would only be able to help me take advantage of their money-saving offer if I cooperate and answer his questions.  I asked him if he even knew my first name.  At this point he starts to get testy with me.  I explain to him that the automated message claimed to have important information about MY credit card accounts.  Obviously from the message they know something about me so he should be able to at least tell me what my first name is.  At this point he hung up on me but I was able to waste at least five minutes of his day.  I think it would be great if everyone screwed with these guys when they call.  Their call volume would drop and they?d scam people out of a lot less money.

When they called my work number I again spoke to the scammer.  She introduced herself, started in on the spiel and asked me some question that I don?t now remember.  At this point I identified myself by my full name, told her I worked for the federal court system and asked why she was calling me.  She couldn?t hang up fast enough.

Automated message identified themselves as "card services, push one to lower the interest on your CC". I did, got a lady on the phone. Asked her which CC company she represented. She refused to answer, asked for SS#. Eventually she hung up on me.

I received a phone call around 11am today with a recorded message stating they can lower my credit card rate if I pressed one to speak to a live person.  I pressed one and I asked the woman what company they were calling from and she quickly hung up.  

I'm pretty sure it's a scam after seeing all these comments.  I will be filing a report with my local BBB.
