I too receive calls from this number; however, they/it always hags up about the 3rd ring od my phone

I have been getting strange calls repeatedly from a phone number listed as "Cell Phone FL #727-798-4621" in my caller ID panel. When I answer the phone there is no answer. When I try to call the number back, I get this strange sound (sounds like a computer starting up -- same bell chime sound), then an automated voice says that this is "not a working number".

This is VERY frustrating for me, because I receive calls from this same cell phone number several times per week, sometimes twice in one day. I'd like any help you all can give me.
