If your wife has a smartphone, she should log into her cel phone's app page, and download one of the free or low-cost phone blocker apps. If it is not a smart phone, consider adding that number to a "group" (call it "spammers" or something similar), and set the ringer for that group to "silent".
Another option: log into your cel provider's site, and see if they offer number blocking (most do). Put the offending phone numbers in the block list.

My wife has been getting these calls for the last to days on her cell phone and no way to stop them.
5:30 am to 11;00pm 6 to 7 times a day. WHAT THE F##K. I"M TIRED OF IT WHAT DO WE DO???!!!

From "School Board of Broward County, Smart Fund Express System calling for Crystal O (using last name initial)." I have no idea who this person is. I've been getting calls from this number since July 2010, one to four times a day. I even get calls at 5:30 AM! Leave me alone already, my goodness. How many times do I have to call and let them know that I am not this Crystal O. person and to take my number off their calling list? It is frustrating and annoying.
