How are they getting by the ANI? PBX? I thought that crap was illegal now after the Patriot Act and such?

Received call   was a recording about debt reduction I just hung up. I'm on the do not call list  my caller id has phone # but came up up unknown name
tried calling back number comes up not in service

Recd a call from this number. I did not answer. If you call the number it says it is not a working number
