This is Ogden, a very aggressive check recovery business located in the Hampton Roads area. There is a Gary Smith who is a supervisor there & he likes to present himself as a detective, along the lines of a city police officer but is in fact just a private detective. He threatens warrants & arrest & basically comes across as a putz.
