Got a call from this number- caller id says Indiana

I got a call from 765-000-2283 saying they could lower my credit card interest rate. When I questioned them on which credit card in particular they hung up. Very suspicious.

When I pushed 9, very loud music came on, then a lady came on asking me my first and last name and to spell it. When I said "I don't know what company you are with" she said, "hello", I repeated myself and then she hung up.
My number is on the no call list, but I also get political calls.
I'll file with the ftc.

You were on the phone so how did you know she was black? Besides what difference does her race make? And, if yelling bothers you, are you aware that typing in all caps is considered yelling?

Recording said they were from card services, but there was not a problem with my account and to push 9 to lower my rates.

I think they are trying to get you to tell them your credit card numbers.
I'm also on the no call list, I filed complaints with them and ftc.

Got a call from this number today (that I actually answered) - caller ID gave same number listed here & said "Indiana". The message said this was a "critical call regarding my credit" so I pressed 9 to "lower my credit card rates". I never carry a balance & asked the agent (poor guy) which card I had balances on? He said they don't know but which card do I want to lower my balance on? I said I never carry a balance & he got very rude & asked me why I pressed 9 upon which I told him because I wanted these calls to stop. He told me to call Bank of America & promptly hung up. I'm going to try & contact Bank of America since I'm assuming they are contracting this Call Center to make these calls on their behalf? Whoever it is they are trying to get around the "Do Not Call" list laws by asking you to proactively press a number to speak to a live person. This is unscrupulous marketing plus I am on all "Do Not Call" lists.

Continue to receive scam calls concerning credit card accounts. Request the Federal Communication Commision investigate for possible fraud. Also, although signed up for "Do Not Call", continue to receive telemarketing calls.

Was "urgent, final notice" about my credit card. It was a solicitation to transfer to a new card with "lower interest rate".
