I have been receiving these calls for two years.  I am SICK of it.  Tried everything I could to get help including contacting the local police department.  Of course they couldn't do anything.  The calls progressed to a man telling me he would rape me in front of my husband and children on my kitchen counter.  There were several threatening messages like this.  I sure would love to get my hands on that little b*****d!!!!  I don't know what else to do except get rid of my phone.

They call me all the time and are a royal pain in tha azz.  I find them to be stupid and disrespectful...mention ill sue you to them and they shut up real quick...whats scary is the guidelines of them not having to respect our federal law...i say we all sue they a** for millions.

the same number has been calling since December. First time it was a person identifying self as Dave Morgan from the National Affidavit Processing center??? He kept calling for week, asian guy, could hardly understand him, when I decided to talk with him..he got frustrated when I kept asking for his physical address, he referred me to his supervisor, then he got mad because I kept asking for his address. After a month of no call they started again today. This time its officer John Brown from the same place, have not spoken to him yet,  I have all calls recorded. Willing to share with others to forward to Attorney General's office-  they often use 527-978-15 which comes up on caller ID.

They do threaten -  because the caller will say to call back "because you do not know what is happening and what's going to happen to you next"

I am getting them too, at work from this 772-257-4977, he says his name is Officer Paul Anderson from National Affidavit Processing Company.  threatening to take legal action.  I believe this same person  has called from another phone number before and when I spoke to him, I told him he was blowing smoke, the calls stopped for 3 months and now calling from this number.  I am reporting him to the Fair Debt Collection Agency for impersonating an officer!

I have received the same message from the same man. He identified himself as Jake Harrison with the accent. calling himself a loan investigator. How the police will come to my house, how i will be put behind bars. I looked up the phone number and it seems to be a land line phone in Vero Beach Florida.

I just got called again, But i think what he is trying to say that he is Josh Brown, National Affidavit Processing Center. He went throught the same script about going to court house, to press charges againts me and my SS#..the only difference is that today he did not tell me to have a good or nice day at the end. Which does not make sense since he is telling me that he is about to  press charges agaist me!!!!!

i can't believe this but the same guy received my number, and he has my ssn from a loan application he even called my cousin who I used as a reference. Tell harrass her as well. This is the 4th time he has called me and made threats to sue me. I think its funny.

I've been receiving frightening, threatening, harrassing phone calls up to 3 times a day every day for the past 2 weeks from a male with an East Indian accent who is posing as "Law Enforcement," or at least that's the term he uses.  I never answer the phone and he always leaves the same taped message on my cell.  He tells me I owe someone "a lot of money" although he never says who, and that I'm in "big trouble" and that this is a "very serious matter."  He calls me only by my first name and threatens to sue me, to get a hold of my Social Security number, to call my employer and have me suffer "serious consequences" if I don't call him back and give him the information that he needs.  I was ignoring him until a good friend of mine called and said that HE'S been getting these same phone calls from the same person.  The only way he could have possibly linked my friend to me was by having access to a job application in which I used my friend as a reference.  By getting my friend involved, I'm now taking this "seriously" and will soon be called AT&T, the Attorney General's Office and anywhere else where I think it should be reported.  I don't know if anything can be done about this, but I've had enough of this kind of harrassment!

These people have been using the 05-279-7815 number also and have called our house twice leaving messages for my husband.  The person has a very hard to understand Indian accent and is calling about a friend of ours who has done "something very illegal" and used my husband's name as reference and both my husband and our friend will go to jail if we don 't contact them.  The message today was again from a man with an Indian accent saying this time he was from a law enforcement company and now my husband and our friend are family and our friend owes them money.  My daughter's were receiving these same telephone calls last spring.  Hope someone figures out who they are  before long.  I personally find the calls hilarious because of the bad broken English they use-how anyone can  take them seriously is beyond me.

I have been getting these calls on my cell phone for a couple of months. I do not answer calls from numbers I do not recognize, so they always go to voicemail. The names they have given are very American sounding, like Mark White, Harry Wilson, Robin Parker, but their accents are very heavy and often difficult to understand. The companies are Out of Court Settlement or United Legal Investigation Department. There was even one, though difficult to understand, seemed to say that suit was going to be filed in Manhattan.  I live in California. I can see that a gullible person could be frightened enough to be willing to send money to make something like that go away. This is how it goes: They use my name, they ask me to "pass my information to your friend" (a curious turn of phrase)  and use her name, who gave my information as a reference for a loan that she has forgotten to pay.
Based on other postings I found here, I contacted her and let her know what was going on. We believe that one of the payday advance places she has used in the past, has either sold their data or has had their data compromised.
I contacted my mobile carrier, AT&T, they don't have any solutions. You can a) change your number, which carries a fee, $35 I believe I was told. Not acceptable. Too many people that need to have my number that I would have to contact and give a new number to, and invariably you forget someone. Or b) "Smart Limits, you can block up to 10 numbers for a recurring monthly fee of $4.99. Also not acceptable.  
I noticed Kansas Attorney General notice was posted here so I went to California Attorney General website, nothing. I will see if I can lodge a complaint, but I'n not too optimistic, since Jerry Brown is wrapped up in trying to win the gubernatorial election in less than two weeks.

Consumer Alert: Attorney General warns Kansans of debt collection scam

January 29, 2010 -- Attorney General Steve Six is cautioning Kansas consumers about telephone calls from apparent fake debt collectors who are impersonating law enforcement officers in an effort to extort money from consumers.   Consumers are warned to not submit payments to these fraudulent debt collectors.

When calling, the scammers most often state they are attempting to collect a debt related to an internet payday loan obtained by the consumer, but which the consumer never repaid.  Consumers state they have never obtained such a loan or paid off the loan years ago.  The scam artists have most recently identified themselves as ACS, National Affidavit Processing Department and United Financial Crime Division, but may use additional phony names.  It appears the phone numbers used by the scammers are ?spoofed? numbers, so that the number appearing on a consumer?s caller ID is not the actual number of where the call originated. It appears the calls in question may be originating from outside the United States.

When questioned, the individual calling refuses to disclose the full name or address of the collection agency they claim to represent.  These scammers have been able to provide consumers with identifying information, such as the consumer?s social security number, home address, e-mail address, names of family members and the consumer?s computer IP address.  Since the callers are able to provide valid personal information, consumers may become confused and believe they are being contacted in regard to a legitimate debt.

If the initial debt collection scam is unsuccessful, consumers have been re-contacted months later with the scammers posing as law enforcement officers or officers of the court.  Typically, the consumer is threatened with arrest for fraud or some other fictitious crime unless the consumer agrees to immediately wire money via Western Union.  The fictitious officers strive to frighten and confuse consumers into compliance by using legal sounding terms such as ?We?re filing an affidavit against you? or by stating a lawsuit has been or is in the process of being filed against the consumer.

A hallmark of each scam has been calling consumers repeatedly at their place of employment.  This scam hit home when an employee of the Kansas Attorney General?s Office was repeatedly called both on her cell phone and at work.  Despite the employee?s repeated verbal disputes, the caller refused to provide any identifying information to allow her to send a written dispute. The scammer also continued to call her numerous times a day regarding a payday loan she denied obtaining. Two months later, she was again contacted by telephone by an individual identifying himself as an ?officer?.

?I denied owing the debt and refused to pay without being provided validation of the debt. I was then told, ?If that?s the case, I will have local law enforcement come to your place of business and drag you out kicking and screaming?,? stated the employee.

?It is important for consumers to know their rights under the law,? Attorney General Six said. ?If a consumer is receiving calls from a debt collection company and believe it is a scam, I encourage them to contact our office immediately.?

Under the Fair Debt Collection Practices Act (FDCPA), collectors are required to send consumers a written notice within five days of the initial contact.  The notification should contain  information such as the amount of the debt, the name of the creditor to whom the debt is owed and a statement informing the consumer they have thirty days to contact the debtor in writing to dispute the debt or request validation of the debt. In addition, legitimate debt collectors are prohibited by the FDCPA from making false or misleading representations, such as the consumer has committed a crime, implying nonpayment will result in the consumer?s arrest, or using the threat of violence.

It's kind frightening at first because they say ther are officers from the National Affidavit Processing Center -  sounds serious but where is it..what is it..could not find it on the internet?? I did talk with one individua, Oficer Dave Brown, could not understand him...got frustrated when asked to get physical address he was calling from, referred to supervisor..same consequence frustated when asked to give me his physical address...that was in January..they began calling again same story...same department..asian guy...there is also a Department of Law and Investigation with the same story...Idian accent...I will have to check my messeges may be same script...I have kept all messeges to forward to Attorney General...willing to forward to others to do the same...will be watching this site for more complaints...

This time officer John Brown  or Josh Brown?? he is waiting for me to call back...

Don't be frightened.  I have been receiving these frightening, intimidating and harassing phone calls with taped messages up to 3 times a day for over 2 weeks now from a male with a sometimes difficult to understand East Indian accent claiming to be from "law enforcement" (but he doesn't say 'which' law enforcement) who says I owe "a lot of money" and that I'm "in big, serious trouble" (but he won't say what it's about) and that I "must call him immediately" or suffer the consequences.  He calls me every day at work and is threatening to call my employer, get a hold of my social security # and file a lawsuit against my social security # (he has even called a friend and business reference of mine and left the same frightening taped messages on his phone).  He has called from 2 different numbers that show up on my phone as: +05-279-7815 and Unknown, but he wants me to call him at: 772-257-4977.  The last 2 days I received calls from 2 similar men, an "Officer Enuet" and another (whose name I can't understand nor his phone # where he wants me to call him) who are claiming to be Officers of the "Law Investigation Department" and saying that they are calling about some kind of "Finance Company" that I know nothing about, and that I must respond to "immediately" because I "don't really know what's going on and what's going to happen to me next."  I have absolutely NO idea what this is about and have no intention whatsoever of calling them back.  They are, indeed, absolutely frightening!!!  But that's what they're trying to do... frighten and intimidate people.

Whoever they are, they are obviously very scary and not above-board, and are trying to use Mafia-like practices to achieve some unlawful ends for which I am totally unaware.  I'm not a lawyer, but this all sounds very illegal to me, and I have saved a number of these taped messages on my cell phone.  I have filed a complaint with the Pennsylvania Attorney General?s Office, and so should you.  File a complaint also through your phone company.  Even if they can't do anything about it, you'll have a record of it; and be willing to press charges.  But whatever messages they leave on my phone, I'm certainly not going to let them get away with frightening and intimidating me, and you shouldn't either.

I've had this happen to me too. When you call cell phone company they will first ask you if you want to change your phone number. Also there is a way that they trace the number even if comes blocked, and someone from the phone company will call them. They will ask to stop calling you. I also found out that is it illegal for them to call you on cell phone or at work. I actually found from a consumer advocacy group that you can be compensated 1,000 dollars for them calling you.

Harassing phone calls from a person with an East Indian accent who says he's from "Law Enforcement," that I'm in "big trouble" and that this is a "very serious matter."  He the threatens a lawsuit, and damages against my Social Security #.  He has called numerous times in the past year, and 3 times today, 2/26/2010.  Once I answered the phone and when he asked for my Social Security #, I said I don't give that information out over the phone.  I no longer answer the phone and so now he leaves me these threatening phone messages.  I've had enough, and tomorrow I'm calling AT&T to see what they can do about this.
