This number is coming from out of the country.
As I have said here before, the scum/scam artists have figured out how to run the calls from another country, through several exchanges, (so that the Do Not Call people can't trace them) and then to you.
WHY? I don't know. I learned about this from, I think 60 Minutes or nightline. One of those.
When you pick up the phone, they get something. WHAT?...Who knows.
Now they have figured out how to make the calls look like they are going through YOUR local exchange.
This has become the AGE OF THE GALUTE. THE SOMETHING FOR NOTHING CROWD.

I wish these calls would stop, I get two a day. How do I  make them stop.

If you're correct about it being a power company, they call using different names/numbers. I answered a few of these calls, then hung up. I have NO idea who they are, but wish they'd stop calling..they even phone on Sunday nights..It's become a daily thing..Idiots is right!

I keep getting calls from this number. I'm getting very irritated. No one answers when you say hello, it's creepy, like they're recording your voice or something. I just ignore it now.

I've gotten several calls on my cell phone from this number over the past few days. No message left. Extremely annoying.

Yep, calling everyday now. Very annoying. What happened to the do not call list......my number is supposed to be on it. I'm reporting them to the FTC now.

Georgia- You forgot the most obvious & probably correct answer. These calls are coming from international criminals, who spoof their phone numbers & are out of the reach of US law.

Received a call (twice) this morning on my Cell Phone.  Tried calling back; recording says "calls to this number are restricted"... annoying....

Same as above.  No response upon answering.  I get these calls all day long at work and I have to answer all calls no matter what.  Pretty annoying when the phones are ringing off the hook with real customers!!

Just got a call from this number for the first time.  No message was left. Obviously not the first person they called.  Must be a pattern.  Caller left no message. No name just the number appears on caller id.

I always answer the phone with my name.  There's no response on their end -- like they're waiting for me to say something else.  I didn't and after a couple of seconds.. click.

They are calling to get you to switch your Electric to a different service......
