There's no way to stop them from initiating the calls since they are located in India or Pakistan.  Your best bet is a call blocker.

The Internet Crime Complaint Center has received many complaints from victims of payday loan telephone collection scams. Callers claim the victim is delinquent in a payday loan and must repay the loan to avoid legal consequences. The callers purport to be representatives of the FBI, Federal Legislative Department, various law firms, or other legitimate-sounding agencies. They claim to be collecting debts for companies such as United Cash Advance, U.S. Cash Advance, U.S. Cash Net, and other Internet check-cashing services.

According to complaints received from the public, the callers have accurate data about victims, including Social Security numbers, dates of birth, addresses, employer information, bank account numbers, and the names and telephone numbers of relatives and friends. How the fraudsters obtained the personal information varies, but in some cases victims have reported they completed online applications for other loans or credit cards before the calls started.

The fraudsters relentlessly call the victim?s home, cell phone, and place of employment. They refuse to provide any details about the alleged payday loans and become abusive when questioned. The callers have threatened victims with legal actions, arrests, and, in some cases, physical violence if they do not pay. In many cases, the callers harass victims? relatives, friends, and employers.

guy keeps calling my house and now has sent a affidavit to me at work or what looks like an affidavit. says this is my final notice and they are pressing charges for bank fraud, internet fraud and taking my bank down with me.  The notice says calls will be monitored and recorded for their protection, which they are going to need when the FBI finds out how they are practicing what I assume is debt collection.  Funny though they never say who I owe just give the $596.00 to avoid any court charges  But I can call and set up  re-payment, re-pay who?  It is getting out of hand, constant calls now emails and best they said they tracked everything through my IP address.  Said their name is Marshall and Mills? I will be checking them out too.  Just because they have an email address or phone # doesn't mean its legit.

we keep getting calls to our business, this person keeps asking for a former employee. Every time we tell him he has the wrong contact number for her, she no longer is employeed here, The man on the phone gets highly aggitated, starts spitting out threats, then starts throwing the "F" bomb. HOW do we get him to stop????

I got a call from this number at work claiming to be from the "legal affairs department" but they would not tell me what company they were calling from.  The caller had a thick accent.  They me an "affidavit" and said that I was being recorded.  They mentioned "court house," "judge," and "downloading my information" several times.  They kept telling me I was going to be served with papers and then said it was a criminal charge. Umm, you don't get served with criminal charges.  Furthermore, they told me I could resolve the matter by paying $1400.  They would not tell me who I would be making these payments to.  When I told them to go ahead and have me served, and that I was glad this call was being recorded he began yelling at me and finally hung up.

Don't give them any information!!!!

Ah yes, the infamous Department of Legal Affairs.  

1. This is fake.  The number and the people that call you are quite real, but the nature of the calls is extremely fake.  
2. No one is going to call you at work and talk about you going to jail.  They just won't.  
3. Debt is a civil, not a criminal matter, regardless what the person on the other line is telling you.  

What can you do?  Well for starters, if you are being called at work your information was sourced by them through a payday loan site.  Don't believe me?  Go ahead and continue telling us you have never applied for a loan online.  

1) Don't apply for payday loans randomly online
2) If calls are going to a personal number only, change it.  
3) However, if calls are also going to work you may just have to put up with them

If a caller is reaching you by home and office numbers, chances are disconnecting one will increase the flow of calls to the other.  Unless you own your own business and can freely change up numbers and extensions you shouldn't bother canceling your personal line.  

Report the calls to the AG's Office in your state.  Odds are there are already similar complaints from different sounding (yet oddly official) names.  The AG - that's Attorney General - will probably tell you to change your numbers and move on.  There really isn't a whole mess of things that can be done.  Once they have a way to reach you, they will.  

The less of a presence you have online searching for payday loans the better.  It gets better, but ultimately you are going to have to change your phone number or job to totally avoid these kinds of calls.

This man with a thick accent called me at work, said he was with a Law Office? Told him immedietly to call my Attorney, and he kept insisting that I was going to call him back!  And had the nerve to ask for a Manager?  Told him repeately to get off my phone and do not call me at work and if any further questions he could call my attorney, he refused to take the number!  I ended up hanging up on him!

Of course.  We'll just sprinkle some magic Phone Fairy(TM) Pixie Dust into the phone system and have it seek out your phone from the anonymous information that you have sent us and then zap the caller with 100,000 volts through his phone line when he tries to call you.

Since it has already been determined that the phone number is provided by Ymax, which sells magicJacks, why don't you google "Ymax" to find someone to whom to complain?  It might work better than the Phone Fairy's Pixie Dust.  They do list a real mail address under "Contact Us" on their web page.

The 1,000 number block 775-410-9000 through 775-410-9999 is controlled by Ymax Communications Company, the same people who proudly sell magicJack phone service to anyone with a few bucks, so your call probably came from a magicJack user.

I leave as an exercise to the reader to guess what type of caller might be calling from the "department of legal affairs," but to me it sounds more like a call from the "department of illicit affairs."
