These type of calls is "Voice Broadcasting", you can google it....cost as low as 1¢ per call.
Different company use different name, like "Heather" is from company A, and "Rachel" is from company B.
First, I think the solution is to have a phone with "Call Blocking" feature build-in. So you don't have to pay montly fees for blocking individual numbers. Second, they want to get their message across to you by a breif message left on your answering machine. So, I think turn the AM off, they can only call you once but not twice because you use your phone to block that number. Third, If both option is not available to you, then check with your phone provider, add CALL FORWARDING into your current package. Forward it to a "not in service" number.
Also you must file complaints to Do-Not-Call.....
Someone from another thread had discover the person who run these type of calls...worth to take a look....or call him and ask, see what he know....may be this number is run by his associate, friends or family member.

We called (214) 738-6247 and the individual that answered the phone was the same calller that tried to steal our credit card information and while panicking accidentally divulged information regarding another scam involving some type of tickets.

Just a credit collection agency. NCO area all over Canada and they will threaten to tell all your neighbours that you owe money, threaten to seize your belongings, tell your boss and all the people you work with that you do not pay your bills, they will will even get some second rate lawyer to send you a letter threatening to take you to court. Most of what they say is illegal and they are not allowed to contact your friends or neighbours. In fact collection agencies work on your fear and never take any action beyond a phone call or a nasty letter, so just let the phone ring or put the call on hold. They will not spend all their time chasing you. Most have auto dial systems and dial half a dozen people at one time hoping that one will answer. You can spend the money for call blocking or use call forwarding to send the call to some government number switchboard. The caller will never give you their right name. You can, if you have redial, sit down and call the number repeatedly for a half hour or do it several times each day, always hang up if they answer. Make sure you have a private number so they are not able to return your call. IN ANY CASE, COLLECTION AGENCIES ARE JUST CALL CENTRES AND NO GREAT INTELLEGENCE IS REQUIRED FOR THAT JOB.

We keep getting calls from 780-630-4975 re lowering the interest on our credit card debt.  
Since we don't carry any credit card debt, we would like to tell them to go to blazes.

Ive had this call many times as well. I have spoke with them and it is the credit card BS Scam. Ive told them we are on the Do Not Call list and told them to take our number off there list but they obviously didn't. I thought there was a Law against this!!!???

I just got another call from this number.  This time I answered hoping I could tell the caller that "I was not interested and to please stop calling me".  It was a recorded message saying it was my last notice to lower my credit card interest.. blah,blah,blah!  Since I do not carry any credit card debt I don't know WTF this is about but it is really getting annoying!  I tried calling the number back but got a message saying "the number you have reached is not in service.  Please check the number and dial again."

Yes, we just received a call from that number as well and are on the "Do Not Call List" which we just extended our dates about 3 months ago.  Since, shortly after that time, we have been receiving scam phone calls.  I agree that the "Do Not Call List" is a complete waste of time.

Some cedit card junk saying this is the last time to lessen your payments, I have had about 50 last calls!!! I have a bill of $0.00 for five years. How does one better that? So Please take me off your list, totally not into your garbage.

Just got a call from this number not 5 minutes ago.  Went to voice mail, as I never answer Unknown callers.  The reason we stopped answering Unknown callers is that so many telemarketers use these numbers to intrude on my family.  If it was a "collection agency" they are looking for the wrong person again.  Have told MBNA, CRS, Citibank etc., that my brother is dead, left nothing but a lot of debt,  his wife died six months before him.  No kids and no will.  Next nearest living relative is older sisterm who does not want to be involved.  I already paid for the funeral and burial plot I will not pay his bills for his hard living lifestyle.  He enjoyed his life living at the expense of others, usually credit card and credit lines, with a few close family and friends to always be counted on to bail him out.

If you don't have the courtesy, the callers of course, to leave their names, telephone numbers and current addresses, and then I do not have the time to play catch up.  I would instruct them to contact the lawyer for the estate of my brother who would send them a copy of his death certificates.

Thank you for letting me vent, but their continued calling will do nothing to bring him back so he would be able to settle with them.

Maybe before all this started they should have checked his credit rating more diligently.

A few intermittent calls from this number (780) 630-4975, interesting enough when I tried to redial the said number- " recording says number not in service" !!
How do you explain that? Any thoughts, comments  would be welcome :)

Just got a call here in Ontario. The googles say the call originates from Sherwood Park, Alberta. Probably a scammer.
