That the FTC cannot do anything is pure nonsense.  Every incoming call is logged and can be traced back.  Witness the NSA's program. Our government, e.g. "We the People ..." already has all the links on any call made on any day at any time.

Hence if there was a REAL desire to put a stop to this, it would quickly be done by Big Brother.

However, the phone companies make big money by handling these calls,

I have been receiving calls from these 'card services' telemarketers for over a year now. I have been blocking each number they have called with (over 35 at this point). And I have been filing complaints with the FTC Do Not Call Registry and the FCC complaint site, to no avail. I do suggest you all do the same, and do not talk to them or call them back.

But to really get some attention, I created a petition on the White House We The People site. Please go there and sign it, we have to get the word out any way we can:

By now, everyone should have figured out that the FTC
DO NOT CALL LIST [so-called] IS JUST A BIG JOKE.
However, everyone should keep filing their complaints,
and to keep their own respective log regarding same.
Here is an example of my own personal log-book, which
is very easily and simply kept by using "TEXT:"

>> 785-207-6317 03-29-2012 1:21 PM
    ============================
    "WIRELESS CALLER"
I ANSWERED AND, SURE ENOUGH, IT'S ANOTHER ONE OF THOSE ROBO-CALLS,
TELLING ME HOW MY CREDIT CARD INTEREST RATE CAN BE LOWERED.  I DON'T
EVEN HAVE A CREDIT CARD.  I PRESSED THE 1-KEY, IN ORDER TO SPEAK TO
SOMEONE, MAYBE DO SOME AGGITATING, BUT IT JUST HUNG UP.
     See: http://800notes.com/Phone.aspx/1-785-207-6317

I keep a separate TEXT FILE named for each and every
number I receive these damned calls from, and then to
just add to it, most recent call at the top.

Nothing is going to happen on this, unless "EVERYONE"
continually bombards the FBI, your CONGRESSMAN,
your LOCAL TV NEWS, any and all NEWSPAPERS, etc.
I have been doing this myself, but will not continue to
be the only one doing it.  Strongly suspect that at least
the FBI has now "black-balled" my email name.  Either
that, or they simply responnd as "NOT READ," just as my
Congresswoman; Kay Granger of Texas has also done.
Here is her email address: kay@kaygranger.com
[please find yours as well?]

Below will be a list of all of the FBI Field Offices email
addressess, as well as USDHS, that I have found to be
vaild, in such a manner that should make it easy for one
to simply "COPY" and "PASTE" them into your email.
You might want to reference: Title 47 U.S. Code ~223

NOTE: Suggest you make your emails ?PRIORITY,? and

Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

How it works:
http://onthespotblog.com/on-the-spot-blog-stirs-up-rachel-at-cardholder-services/ ...
http://onthespotblog.com/tag/cardholder-services/

We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem solved.
Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

These calls are coming from call centers in Costa Rica and India and they are using spoofed (false)
numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in
this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small
print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer
Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes
or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for
each violation.

People should continually file complaints with their Attorney Generals office and also file with:
http://www.fcc.gov/complaints
https://www.ftccomplaintassistant.gov
If enough people keep complaining then maybe something will get done.

The FTC has already taken action against some of them however they just pay a small fine and are back at the same scam the next day:

Ed,  I have done this and got the "Are you finished now" and then got called a nasty name. when I said I said I had asked to be removed they said they would never stop calling me....   It's easier for me when "Rachel" calls to just hang up.   Oh and I whistled long and as loud as I could with a coach's whistle.  When I stopped was when she asked if I was finished and I blew again.   then I got the nasty name.  I always copy down the number and turn it in to the Gov. do not call list.   They say it will "help" if they are investigating them....

I have received these calls and there are about 14 different phone numbers they have rang me from:
785-207-6317, 303-249-9700, 802-230-6357, 617-390-4562, 720-409-2532, 612-222-7091, 385-212-1900, 530-541-1801, 515-421-5843, 360-529-6177, 313-204-1037, 402-286-7411, 920-602-0879, 513-417-0498 and that I believe is not all.  When I get these calls I do not answer first and if no voice message is left then I know it is another one of the Credit Card Services, as they say, located in Canada as I was told by the Do Not Call List.  I would then put them on my cell phone book as Junk Call so when I get the same number calling I know it is them I listed all the above numbers on my cell so I do not spend money with their calls.  They did stop for a while since I was not calling but once you pick up the phone they will keep calling then another break.

These morons never quit. I have no credit cards so I have no credit card debt. I've told them to quit contacting me yet they continue on anyway. When I've hit "1" to get a love operator, the moment I finally get them and tell them to STOP they hang up. Someone needs to find the people responsible for these calls that come from 785-207-6317 and lower their PHYSICAL credit rating! Give them a visit to their local ER! Or better yet, issue them a "hang up"....like in a NOOSE!

Everday this week starting on April 16 to April 18 not sure what will happen today because the day is early I have received at least 2 phone calls everyday from this number. I talked to someone on Monday and ask to be removed from their call list. I told her I was on a do not call list, she said fine and hung up on me and as the rest of you have called and got the recording saying that John's mailbox is full. They are calling me on my cell phone.

Got a call from this number on 4/16 @12:45pm, didn't recognize it so I didn't answer. When I tried to call it back and it says "the mail box belonging to John is full". So I send a text to the number that I was filing a harassment complaint against them via the FCC. More than likely a scam.

I have also received calls from these people. I don't have any credit cards. If you have the time listen to their pitch asking them to spell every third or fourth word. When they finish ask them to repeat everything they just said it drives them nuts.
If you really want to mess with them part way into their pitch ask them what color underwear they are wearing and tell them you prefer red. It really throws them for a loop and usually results in them hanging up on you.
