Called my cell phone number and I'm sick of this.

Can't this be legislated?, These companies go way beyond their rights and the phone companies are complicit on this since they allow those numbers to be used for this purpose.  How can the caller id say a number and then when you call it be a non-working number.

Calls my cell phone. When I try to call back, recording says, "not a working number." How can this be if it called me? What I could hear "Hi this is Diane, carpet cleaning blah blah blah" oh please stop that!!
