I started getting this call after trying to apply for a job that ended up being just a name, phone and address harvester website. The job they listed was no longer available and the other ones they listed were crap and not related to the one I was interested.

They asked me if I was enrolled and then hung up after I said no. I couldn't understand anything else she said.

Here is an idea:

Setup a google voice number and set up to automatically dial that number every minute. This should jam their number so that they can make no more calls !

So, it didn't say Rachel but this scam lives on.  I pressed "9" to speak to a representative.  Some mouth breathing guy who sounded "American" but wasn't speaking "American English" got on the phone.  I was going to play with him a bit but apparently he couldn't hear me so I put the phone on speaker for a while as I heard him mouth breath.  Eventually he hung up.

Prank Call
Called 10-26-2012 @ 12:34, really had Rachel going when I pressed "1" to speak with a representative.  When I refused to verify the security code on credit card, they hung up.  But I wasted about 5 minutes our their time and had a chuckle at the end.

Received a call from 786-358-5551 and pressed 1 to speak to a representative.  As have pressed the number to be taken off the list several times and still get calls, a need exists for the capability to tie up the calling organization's resources.  For example, when the robo call comes in, the local phone responds by responding to "Speak to a representative".

When the representative comes on the line, a recorded voice responds with a question that makes the representative think they have a customer.  With the right kind of software developed to keep the representative thinking they have a customer, it might be possible to tie up the representatives in non productive time. By changing the responding message into different languages, robo representatives would be tied up on the phone call wasting their time.  This would be a cat and mouse game requiring quick responses to change the messages the robo caller hears. The goal is to make the robo call business unprofitable.  When it is no longer profitable, the calls will diminish.

With the right capability, coordinating a response to robo calls could identify the robo caller, and eventually the key people who operate robo businesses.  The owners likely have cell phones, home phones, email, etc and could become the target for counter robo activities.

So who could write the software and develop the hardware?  This is a great teaching/training opportunity so getting students to develop such a capability which would prepare them for employment with software and hardware companies as well as non commercial employers.  Being able to say one was part of program that disrupted robo calling companies in X number of states or countries would be attractive to some organizations.

As a practical matter, adding ones number to a national Do Not Call List has not worked.  Making it unprofitable for robo companies would reduce unwanted calls.  Turning an irritation into an opportunity for training people would provide benefits.

Since the robo caller companies likely read these responses, let the games begin!

In the short run, always answer the robo caller and try to tie up the representative into a long conversation.  Record how long the robo caller stays on line and refine your technique and record each call time duration.  Use existing resources such as grade school kids, seniors, baby sitters, etc.  Challenge high schools students to develop responses to robo callers to prepare them for employment.

It's fun when these people call.  I try to keep them on the phone a long as I can.  Time is money for these people so I waste as much of it as I can.  That's the best a quickest way to get back at them.   I ask them to repeat stuff back to me, argue about the interest rate, and repeat stuff back to them wrong.  I give them a fake card number and when they say it's wrong I'll give them it back again changing one number.  All the while going as slow as I can to waste as much time as possible.  When they finally realize you're playing with them that's when the fun really starts.  You've got about 30 seconds to throw as many insults at them as you can until they hang up.  It's an art, but with a little practice you can keep them on the phone a while and go for the maximum insult before they hang up.  I still get these calls, but I don't get as many since I've started doing this to all telemarketers.  Waste enough of their time and they'll put you on a do not call list.

You are absolutely 100% right Mark. They don't give a fig about that Do Not Call list. These people don't care about anything but harrassment. If you confront them, you're put on a list for even more calls from hundreds of numbers from all over the country. Spoofing Caller ID's, not leaving messages, hanging up on you if you do answer. You have to ask yourself...why are they making all these calls when they know there's no pay off in the end? They're not making money from people, they're not really selling anything nor do they offer anything tangible. So what's left? Harrassment. They do it with impunity. I have no doubt they read our posts on pages like this and get an enormous kick out it. Something needs to be done. Keep reporting people.

And, like Don says, just don't answer.  The "This is Rachel with card holder services...there is nothing wrong with your credit card..." has used several phone numbers, this being the latest.  I've also had em call me from 417-800-2317 and 406-852-8003.  I think that's how they get around the Fed DNC List; by changing numbers, I would guess once a month or so.  There are several out there now - back ache/diabetes, a few 'credit card services'.  I agree, if you don't recognize the number on your caller ID, don't answer.  If it's legit, they can leave a message and you call them back.  Main point being, pressing ANY number just validates your number to them; as does asking to be removed.

ALL of the scam calls should be reported on the Fed DNC List web site.  Enough complaints on a particular number will get Fed action.

Got 2 calls today from this number (recording) asking if I wanted to lower my interest rate on my credit card.  They called a do not call phone number.  They give an option to press 3 to be removed which I did twice today.  When you press 3 it does nothing,...she keeps talking.

its the same scam using the same number thats been going on for years.rachel from card member services or whatever they say they are on any given day, they also "spoof" their name on the id but number shows up same...its the same people.A scam!.I know because they just called me again at 628pm in ohio..prerecorded message..rachael from card member services then a live person picks up to get information.

ps that remove my number from their calling list by pressing ".."..does nothing but confirm a working number.Did that at least 20xs already.they do not remove my number,in fact, they just call from a different number each time and start off with the same prerecorded message.

Called this number back.  Reached a recording informing me the call had been for telemarketing purposes. Was asked to push 1 to be placed on their Do Not Call List, followed by a request for my 10 digit phone number.  Then told it would take up to 72 hours to be removed from their list.  Recording made no mention of anything concerning a college or colleges.

Just received a call at my work reception area (a law enforcement office).  It showed to be from Card Services and went through the spiel of lowering your credit card rates.  I attempted to push #1 to have this number taken off, but it didn't go anywhere, no person and no recording.

Received call about a half hour before the third presidential debate. Answered because I thought it might be a political survey.Alas, it was the "reduce your credit card payments" lady!!! I pressed one for a change to see if I'd get someone to speak to. I did! The man started with "Are you ready to reduce your credit card payments?" I stated that I was tired of receiving your messages. He said, "I can smell your breath through the phone." When I asked what that meant, he said "That you're an a***ole!" and he hung up.
