The federal law you misnamed is the Fair Debt Collection Practices Act, and it's only 35 years old. But yes, it does plainly refute the favorite lie told by all South Asian phony debt collectors. A United States citizen who defaults on debt or is accused of doing so *is not a criminal*. The real criminals begging for a prison term are the thugs who want to convince you otherwise.

Consumer debt in America is a civil matter, not criminal. That's not the rule of one state but coded in federal law. A defaulted payday loan *IS A LOAN*, not a "hot check", not "check fraud", and not something which gets you arrested or jailed. Anyone who tells different is a lying extortionist who wants money for debts made of thin air.

The real "IC3" is shorthand for the Internet Crime Complaint Center, partly run by the FBI, which collects reports of extortion committed online, among many other forms of criminal fraud. Some of the South Asian PDL thugs have eagerly perverted the IC3 name for their own scare tactics.

Some information regarding unwanted phone calls / text messages that is based on my own personal experiences and is not intended to offer advice in a sales or legal capacity.
I?m just a person like many others, who WAS worried to answer my phone, until I found a way to fight for my rights. I am now able to use a phone that I am in control of and no longer dread the phone ringing.

I've been plagued by scams, sales calls, overseas & silent calls etc, both to my landline and mobile phone.  
Like everyone else on here I use this brilliant "who calls me" website to identify callers before I decide if they are unwanted calls.

I've found what I consider to be a brilliant mobile phone app that BLOCKS UNWANTED CALLS / TEXTS by HANGING UP on the caller. Best of all, it is FREE OF CHARGE.

The name of the app, is "Mr. Number".
With this app, I simply ignore my phone when it rings.
I use ?who calls me? to identify the caller?s number & then look in my mobile phones received call list and select which numbers I want to block, the app blocks both unwanted calls and texts.
The next time the caller contacts me by phone, if I?ve blocked their phone number, my phone will ring just once and then it will automatically HANG UP on the caller. A message says that the CALLER IS BLOCKED and my phone hangs up on the caller.

It puts ME back in control of MY phone and not some idiot who is trying to sell or scam me. I now choose, who I want to speak too.

Some callers have more than one phone line and will call from several different numbers in an attempt to make contact.
I simply block each call and eventually the caller who has several phone numbers to call from, will eventually be blocked and is unable to call my mobile phone ever again.

Since installing MR. NUMBER my phone is virtually problem free now, allowing me to choose who I want to speak too.

For my LANDLINE, I have purchased "TRUECALL" a tiny device that works alongside my landline phone and acts as my own personal secretary. I first saw Truecall on the Dragons Den TV program.

Truecall is in my opinion a brilliant product that is an intelligent machine that screens all calls. It is THE BEST MONEY THAT I'VE EVER SPENT. I can only describe it as FANTASTIC !.

It is extremely easy to operate. My elderly parents were so impressed that they too, now own a ?Truecall? device.

Prices vary, depending what version you choose to purchase. I chose the top of the range version with CALL BLOCKER plus CONVERSATION RECORDING FACILITIES and an ANSWER MACHINE and paid £124.99. The call recorder allows me to RECORD the PHONE CONVERSATIONS which I suppose could be very useful if I ever need to use it.

I?ve not used the conversation recorder yet but I think it is perfectly legal to use without me having to tell the person I?m speaking with that I am recording them. I?ll need to check up before I record a call, but I seem to remember something about a private individual (non business user) can record all types of calls without informing the caller that the conversation is being recorded.

The above is not intended to offer advice in a legal capacity, nor do I benefit by any rewards either financial or otherwise, it is simply my personal opinion on two very good products that I use.
Please check things out for yourself, before even considering installing the above mentioned app or purchasing and using the Truecall phone system. I?m simply offering my own opinion of how I have stopped unwanted calls or texts and put my phone back in my control.

That's funny, they asked me for the same exact amount. Did they want you to get a Green Dot MoneyPak card? And gave you a time limit to call them back with the number, like an hr? Were they heavily accented middle easterners? Always ask for proof. Besides a debt is a civil matter you only get arrested if you do not comply with a civil court summons...

I keep getting calls from this number claiming they are IC3 and an arrest warrant will be issued for my arrest unless I pay an outstanding bill. IC3 will not call you asking for money. Those who prosecute crimes do not let you buy your way out of it! These tatics are illegal under the fair debt collection act. These people are phishers who fish debt collection agencies, steal your info, and try to extort money from you. It's easy to beleive when you know you owe the bill. A heavily accented middle eastern man will typically not have the name John Stevens, which is the name I was given. They are unable to provide details, they just want you to get a green dot moneypak card load it up with roughly $500 (this is the cards max) and call them back and give them the card number and your money is gone...

Exact same thing happened to me.  I was sure it was a scam, but what a jerk.  I think he used the name Barry White with me, but his accent was too strong to know for sure.

i dont no mr white he said i owe a loan of $496.21 i didnt take out no loan they will not sent me the proof because they are threaten a very ill person had me in tears i just got out of the hospital

there was this phone call today said they were from ic3said they had a warrant is i didnt paid a 496.29 but they asked me if i knew what this was about i said i didnt would you sent me some information what this is about have not recieve any thing no email or nothing  dont no what to do but i dont owe nothing i just got out of the hospital with heart issue and other health issue almost put me in the hospital today im very ill and they want to threw a single ill mother in jail have to have medication if i dont have it i could dye and then leave a little girl without a parent please help me said i owe a loan which i dont owe them they wont sent the information

this mr.lee called my elderly disabled mother and threatened her by saying he had received an arrest warrant for her to his office and unless she called him back immediately he would be turning over the warrant to her local police department to have her arrested

I got the same call. What did i do to stop him

He said his name was Mr.lee and I took out an advance with vacation to go cash advance. The police will be at my house at 10:30 am tomorrow.

This who barely speaks any english just called my fiance and told him that there was a warrant for my fiance's arrest because they gave us aloan and we didn't pay them back. He said a police officer will be here tomorrow to arrest him.... we have never gotten a loan!

A guy Leif Hansen called from this number and said I owed a payday loan, which I have taken out in the past, but didn't have any outstanding. He wanted me to pay $496.21 or I would be arrested. He also said he worked for IC3, etc... I found this post luckily... How do these guys get away with this!

Follow up to above message-he stated he was from IC3 internet Fraud Dept(I guess to make it sound legit)

Just received identical message as Rachel @ 8:00 AM  on voicemail.  Has received similar calls in past .  Just ignored them.  Nothing happens.

I am not Mr lee and I had also received a call from ic3 form a mr. white. then they said I owed a loan I never took and the police will be at my home in the am.i just spoke with my local police dept and they said this was a scam....they said even if someone owed a loan, esp a  Massachusetts resident which I am, that the matter would be a small claims matter and they would have to file paperwork and go that route...so this guy is reported and being investigated by multiple states...government offices state do not send or pay any money to these scammers....

I just got a voicemail from this guy named Brian White, Barely speaks any english but said he has an arrest warrant under my name and social security number and if I don't call him back they will show up at my house tomorrow to arrest me.  I  called back and BAM, goes straight to a voicemail

Listen these guys will scam you out of thousands of dollars if you let me. If it sounds to good to be true chances are it is. These guys are scam artists from outside the US and they steal hard working peoples money. I cant stress enough to disegard these scam artists

I just got a call like that, its a miami number, and i just told him that I was barely 18 i go to school and work, and that im going to call my state sheriffs office and he hung up right away as soon as i said sherrif

Received a call from a mr.lee saying he was going to have me arrested for a loan i took out online and if id pay 500.00 dollars it would go away the problem with that im only 17tn and can not get a loan so i called him back what this scammer didnt realize is that my father is a detective for our town when i informed mr.lee that my father wanted to talk to him he hung up. So please anyone who has or is getting calls from this number please do not send him money.

I have done the same thing calling local police dept. they are saying SCAM.... this person uses different names, ( Mr. Henry, Mr. Lee, Mr. Andrews. Etc.... ) Calls are all from the same phone number..
