I get calls from this number regularly, it is never in English and always unsolicited & unwelcome. I cannot understand how or why they continue to get away with this practice.

its a spoof call.prob fr some1 u know to get u 2call or @least open message- in order for them to know your location.the number is picked from a list of numbers that come with these spoof aps.

This person keeps calling every other day. Glad to see I didn't pick up bc it is most likely a scam.

You need to work on your grammar as opposed to correcting people's spelling. In your sentence that reads: "Lol..Don't talk about English, before you learn to spell, ok?", the first comma after the word 'English' is incorrect. A comma should not go there.
