Alex,  your caller is a scammer.   The Do Not List or anything else is not going to have any effect on them.
When you sign up on the DNC list it takes about 30 days to get listed and another 30 before your name/number actually gets into the hands of those companies who purchase the list.  Only those with access can purchase the FTC/DNC list and they are Legitimate and Registered with the FTC businesses.  They do not violate the list.  They are all registered,  with files maintained by the FTC.  They have local phone numbers,  physical addresses and are members of the community.  Their businesses are anchored by all of the necessities and proprieties that is required in order to maintain a consumer based and reputable business.  Should they violate it and complaints start rolling in,  they are easily found by the FTC simply by pulling their file or picking up a phone book.  It is 16K per violation.    Scammers and Scofflaws, the primary violators of the list,   are near impossible to locate and financially impossible to chase after each one....just the biggest troublemakers.  
The DNC cannot stop any calls if someone wants to call you.   The DNC was just never created or intended to do what many seem to expect of it.

Pretty close to changing my phone number. I've been on the no call list for weeks and still I am receiving calls from these people. They called six times in a row, with no time between the calls, before I finally answered with a pissy "What?!"

They told me I had been caught for Tax Fraud (I'm 19, I don't even know how to do it, nor would I ever), and that I needed to pay the $2,647 that I had stolen to them, or they would contact my state and have me arrested. When I told them I hadn't done anything illegal, he insisted with me that I must pay him the money, and then said I had two weeks to pay. I asked who he was and he refused to give me his name or his company. They're all about money! Don't even answer!

male just called and stated I was approved for a $9,000.00 loan that I applied for online. I informed him that id did not apply for any loan online and that I didnt need any monies. He repeated himself and asked ,"how much are  you wanting a loan for?" I told him I wanted the information to his company and he gave me www.Eloannetwork.com. I searched for this information and found nothing. He stated that I need to call back right away and speak with his finance supervisor Jims Joy and give him my bank routing and account number. when he stated this I knew it was definitely a scam. beware of this!!!

Called and said he was with the IRS. Also had my social and bank account number. He has a very strong accent and is hard to understand, sounds like he has a mouth full of?????????? who knows? Beware of this, IRS states it is a scam and do not engage in conversation with him. I have received 8 calls from this number today 8-14-2013 from a man named James Joy saying I was approved for a $10,000.00 loan after telling the man I had poor credit he said that all I needed to do to get the loan was to go to c.v.s and put $879.00 split up on to 2 seperate green dot moneypaks one for $479.00 and the other for $400.00 after serious considering the offer i checked to see how much funds I actually had and found out i was $70.00 short of the $879.00 and called the man back to tell him this, he then told me he would wave the other $70.00 so that I could still get the $10,000.00!!! I then decided that this was too good to be true and started researching the company ( E-Loan Network ) to find there is nothing on the net about them which leads me to believe that this thing was a scam!!!! beware folks i was almost taken in by these guys!!!

Told foreign person not to call again and made 5 calls in a row to my phone number.
