You're right-they're lying to you. The scammer is pretending he has a big cash refund to give you, so he can trick you into sending him your money and details for it. Then he will block your calls, keep your money and steal your identity. He will only accept payment by Western Union or Ukash because that way it is untraceable.
The SMS can have malware that he uses to copy your simcard, phonebook, photos and bank information, so delete it without replying. For the same reason, do not open his emails and report them as spam.
