Call but doesn't talk.

When I answered the call, it seemed no one was on the other end. The individual spoke Spanish and asked for my name. I did not tell him my name and asked him how he got my number. He replied that by law banking institutions were protected and that cellphone carriers routinely send them telephone listings, but without the associated client names. He did not identify himself, but said he was calling on behalf of Scotiabank to offer me a VISA credit card. I replied that I was not interested and asked him to remove my phone number from his database. When I called the number from a landline, the number was busy non-stop.
