When I get a call that I don't recognize, I just don't answer it.
BUT...On occasion, I answer the phone and say  'McDonalds in (Say any city you want), may I help you?'
This really confuses them. They know they are not going to get any credit card info or google list or debt consolidation business from McDonalds. They usually just hang up and don't call again. At least for a while.
These are the scum of the scum. They are con artists. They are bamboozlers. They are liars. They are cheaters. They don't give a damn about the useless DNC list. They are NOT going to stop until our liars and cheaters in congress take up this cause. Don't hold your breath.
Get used to it. This, along with the Boston Marathon incident and 911 are part of life now.

I regularly get calls from Rachael at Card Services. Pressing '3' to receive no further calls confirms that a person actually answered the phone and just inspires them to call more frequently.  This is SCAM operation out of Florida.  They violate the "Do Not Call List.  

The federal government who presumably enforces this law has hundred of complaints about it.  The Fed has done nothing to effectively shut these SCAMMERS down.  I have blocked their calling telephone numbers. I have done this to 12 different numbers they call from to date.  However, the "telephone numbers" are all fake numbers which they manipulate over VOIP.  This is another violation of the law.  

In the past, I have used forceful language to the people who answer the phone after pressing "1" to connect to their "agent".  At times, their vulgar language and insults ensue.  

A knowledgeable person I know from the telephone company suggested that I get a police whistle and blow it loudly when the call.  Apparently, the frequency of the whistle is between 300 and 3,000 cycles per second is right in the range of the telephone transmission spectrum.  In short, this very loud blast of energy to ?Rachel's? minion, with a headset clamped to their head, may be inspirational to complain on their end and get your number off their annoying calling list.  I'm going to try this next time they call after a visit to Walmart to get my whistle.

I've probably received 50 calls from that number and a host of others using the same message on robot dialers and  the same script if you get a live scammer after pressing the appropriate button. Being retired, I have plenty of time to waste their time. I string them along ("Wow! I'd LOVE to get a better rate! Tell me MORE!") until they request a valid credit card number so they can check my credit. I ask, "Have you ever heard about the FTC Do Not Call Registry, a**hole?" and hang up.

The worst thing that we can do when we receive these never ending calls is to answer them or to click on the call and off quickly, that just prompts them to try again later. Secound, when we file a DNC complaint, it's my personal belief that our name then goes to the top of the DNC list (that scammers can buy for a buck) then these unregulated, uncaring callers have a current new caller list to use and instead call us regardless of any law. I've stopped filing complaints, and as such my daily unwanted calls have dropped considerably. The ringer on my phone stays shut off and will stay that way until these calls are no longer a problem. Call ID is my salvation.

The technology that facilitates use of these bogus numbers also facilitates calls from outside the U.S. Many telemarketers use internet-based calling systems (VOIP) that can display literally any number they want shown. It's generally referred to as Spoofing. If you haven't heard of it, check it out on Google or any other search engine. Spoofing is illegal and most of the major telephone carriers just say that it's not their problem and tell people to call the police, FBI, FTC or attorney general's office. There are numerous carriers that use pre-paid phone services, pre-paid calling cards, "throw away" phones, caller ID masking, and other technologies to make it impossible to trace. Many of these smaller carriers, usually a type of carrier called a CLEC, set it up so there are no subscriber or call records to provide, even with a court order.

Unfortunately, federal courts have said that telephone carriers aren't responsible for anything but completing the calls and agreed with the carriers that their primary responsibility is to the company's share holders, not the public or even their subscribers. That's what for-profit is all about-making the money and profit.

Much of the technology is developed to evade the law, not to help enforce it. Until the courts say that telephone carriers share some responsibility once they know about scam calls, it's not that easy.

These telemarketers want you to sign up for a type of insurance policy that will cover your credit card debt.  Each call received said that "This is our final call."  They have called more than a half dozen times.  I finally hit the 1 number to talk to someone.  A lady answered and said how could she help.  I said you can help by taking my name off of your "final call" list and she then hung up on me.

I get calls from these "card member services" crap all the time, but tonight was a first.  After first catching him in the usual lie (oh, is this about by Citibank account, and his yes, this is about your citibank-- AH, I do not have an account with citibank) -- then I said "how many times do I have to tell you people to never call me again"  -- and I had a first -- this guy said "that is why we keep calling you every night -- who is the dumbass now?"  that is what he actually said, then he called me a stupid f***er -- yes, that was the best.  

So now, I am holding true on my threats -- not the dog whistle or ref's whistle, I am going the route of the air horns you see at football games.

I have received two calls from this number today - actually within 2 hours.  I pushed the 1 button to talk to someone and told him to get my number off his list - he hung up on me.  But then in an hour or so the same number called again.  Guess that was his way of getting back!!   I hate these credit card calls.

Got a call today ( 2/27/12). It was some bogus offer to lower my interest rates on my credit cards. Told person I wanted them to remove my number from their calling list. They just hung up on me.

The national pandemic of telephone terrorism perpetrated by desperate criminal collection agencies is because they are trying to terrorize people who are naive enough to answer and submit to unsolicited telephone calls or written "collection" letters that have no legitimate legal debt associated with them or any of the companies, universities, or whomever else they claim to represent. Because most "little guys" were bankrupted by the criminal Wall St / Congress / Big Oil / Big Bankers / Big Business / Military / Robber Barons, so the desperate collection agencies are attempting to collect unpaid debts from innocent people by terrorizing them into submission.

Word of advice. NEVER answer any calls you don't recognize or are not expecting. Use selective call rejection service if available, or switch to an Internet-based telephone service which provides comprehensive call rejection options. If rogue calls become chronic, turn off all the ringers on all of your phones except one, and set its volume to the minimum setting. If you don't answer the call and the caller is legitimate, they will usually leave a voicemail after the first or second try. Rogue callers almost never leave voicemail messages because that could be used as evidence against them if it came to a lawsuit. If you receive a rogue letter in the mail warning you of some "collection" action against you, if you don't actually owe it, reply with a short letter stating that you don't owe it. Or if you do owe all or part of it, reply with something like "You claim I owe you a debt. Under §809 FDCPA, I request validation of this debt."

Only give them your name as THEY have written it to you (e.g. ?John Doe? not ?Jonathon Q. Doe? or however you normally sign your own name), address, and the account number they report. But if you do not owe the debt (zombie debt, aged debt, mistaken or stolen identity, forgery, etc.) state that you have never done any business with them or with the (alleged) original creditor of any kind and you expect the collection agency to close the matter, stop harassing you and take any bad credit marks they've caused off of your credit rating, and furthermore, that any further contact from them must be in writing on their official business correspondence letterhead. Send your letter to them a.s.a.p., always within thirty days, first class certified mail return receipt requested. If they refuse it and you get the letter back unopened, leave it unopened and save it in your files as evidence against them should they pursue legal action against you. If they did receive it and continue to pursue action against you, let them. The judge will throw it out of court. If the rogue collection agency sells your account to another rogue collection agency just tell them the claim has been proven invalid and offer to send them a copy of your letter to the previous rogue collection agency.

Warn all your friends about this rash of desperate collection agency terrorism, and how to combat it. Knowledge is power. The more you learn how to combat rogue collection agencies, back-taxes scammers, phishing scammers, "faith and family" scammers, political action committees and other low-life flimflammers, the more you will learn how easy it is to do.

Above all, keep a record of everything, of every rogue call w/ caller ID information displayed including time and date of each call. Maintain a complete file on any snail-mailed intimidation from rogue collection agencies, including copies of all correspondences and postal receipts. Reporting rogue calls on sites like 800notes.com, whocallsme.com, phoneowner.info is a great idea too, because many people find these sites by googling for the rogue number(s) after receiving calls from them.
