They are debt collectors for third-party debt from medical providers.
They skate a thin line on the law... Especially if they call you at work. However, you CAN call your cell phone provider and block that number, without having to give a reason, and they will get a message when they call you.

Actually, they are real collection agency. They are one of the largest receivables management companies in the world. They have offices all over the world. They belong now to a parent company which does customer service and call center.
However, they, like a lot of agencies, do purchase third party or "old" debt, which is bought in huge portfolios for pennies on the dollar. They can't really force you to pay in a lot of those cases because the debt is outside of the statute, but if they can get you to send in a payment of even $2, it reactivates the debt.

Also, as with any agency, it is always possible that they have some collectors who are doing stuff they shouldn't do (and would get fired for if their managers found out they were), like harassment, threats, etc.

BTW, they are allowed to call a certain # of times per day, as long as they don't leave a message. So really, if you answer first thing in the morning when they call, tell them "No, (s)he's not here, can I take a message" and they actually GIVE you a message, they are not allowed to call back that day.
AND if you TRULY do not have any debts, current or very old, have the agent mail you a COMPLETE RECORD of the account, itemized, not just their basic collections notice. If they cannot provide this (which happens a lot with third party "portfolio" debt, you can send them a cease & desist notice, stating that since they were not able or willing to provide proof of the debt, they can no longer make any contact with you about it. Send it registered (receipt requested) so that you have proof they received it.
Make sure you keep a copy on file with your copy of your mailing receipt, just in case.
LASTLY, you can look online for your state's particular FDCPA laws, and if you feel like any collector is violating and you can't get a human to speak to you to resolve it at the agency, it should tell you who to contact to report it (such as the Attorney General in your state).

OH- also, even if you have a current, active debt, they cannot call you at work if you tell them not to (if not federally than at least in most states), especially if you work somewhere that you aren't supposed to have personal calls and especially if there isn't anywhere private you can take a personal call. They are not allowed to share ANY information about your debt, etc with anyone other than you.

MY HUSBAND GOT A CALL FROM THEM TODAY STATING HE WAS IN COLLECTIONS AND THEY NEEDED HIS INFORMATION. HE ASKED WHAT IT WAS IN REGARDS TO AND THE WOMEN WOULDNT SAY ANYTHING OTHER THAN YOUR NAME IS IN COLLECTIONS AND HUNG UP ON HIM.

Just got a call from this number but didn't pick up.  It left a voicemail (an electronic-sounding voice) saying they're NCO Financial collection agency calling for a garbled name.  There was a reference number and a request to call back the same phone number, which I won't do.  This is a brand new cell phone number, and I haven't given this number to anyone except friends and family.

Got a call from them the other day, saying I owed a debt from my daughter er visit in 2008, I called the hospital, our account is clear, and paid up, and was Never sent to collection, when I called back this NCO place, they tried to get my address, which they did not have, which I thought was odd, collection agencies have your address, they had no idea why the hospital would say I have a zero balance, seems fishy to me!!! Don't give out any info, if they don't have it, don't give it!!! Deft . not bank info eiether!! Don't let them harrass you into paying something you do not owe!!

Im in agreeance with every letter sent to you.......we have no outstanding debts, and recieve this call every day.....tried calling it back, and am on hold forever, tried calling on a Sunday and the recording says the mail box is full (conviently)  I want these calls to stop or I will report them myself to the better business bureau!!

I did not get to the phone in time to pick up this call. Dialed *69 to retrieve the number as there was no message left.

I do not have any outstanding debts that would warrant a call from debt collector, and I am on the Do Not Call list, so I don't want to receive any solicitations.

How does one stop this?

They are NCO Financial...a collection agency.  Even though the number also comes up as Spring Hill Suites on the internet...that is not who is calling.  This is an attempt to collect a debt
