calls..hangs up before I answer...I pay for an unlisted number and am on the do not call list

The company associated with this is MEDCO. They are the mail-order pharmacy that is associated with the Medicare D Insurance Plan issued by First United American Life Insurance Co.
These calls are made for the purpose of informing customers of MEDCO to assist them in reviewing their plan to maximize customer savings.
After calling me four times, having no ID in their callback number, and leaving no message, they finally left a message this morning, so I could learn who was calling.
When I returned their call, they allowed me to opt out of further calls such as this.

This number calls all hours of the day. When machine picks up they hang up. Who is it. I'm on a do not call list. What good is this list.?
