I received the same email today with the same subject heading.  Here is the email...  "We have received notification from the Department of the Treasury, Financial Management Service (FMS) that you have an outstanding obligation with the Federal Government that requires your immediate attention.

In order to ensure this condition does not affect any planned contract or grant activity, please review and sign the attached document and if you are unable to understand the attached document please call FMS at 1-800-304-3107 to address this issue.  Please make sure the person making the telephone call has the Taxpayer Identification Number available AND has the authority/knowledge to discuss the debt for the contractor/grantee.

I own a business but don't do any business with the government so couldn't understand why this was sent.  Also, it is my understanding that any government agency will always contact you directly via mail and not via email.  The attached zip file was empty.  I deleted the email.

This number was listed in an email with the subject "Department of Treasury Notice of Outstanding Obligation - Case OIVLxxxx" telling me that the treasury department is looking for me because I owe money against the case number listed too.  It has an attached zipfile that purports to be a document for me to review and sign, and lists 800-304-3107 as the number to call if I cant read the form.  It cautions that the caller should have the Taxpayer Identification Number (basically your SSN!) ready and be authorized to discuss the debt.
