I found what i was looking  for the public law
"You are hereby notified under provisions of Public Laws 104-208, also known as the Fair Debt Collection Practices Act, that your services are no longer desired"
This tells collection agency to stop bothering you about a bad debt.
You see the keep here is it is illegal or was in the last century to sell and buy debts, but the government does not do anything about it. unless you complain.  The other key is this if you say anything or even pay $1 to the agency, you are hook line and sinker sunk. they own the debt and have the right to harrass you.  
However this is a new century and money buys alot that screws us who do not have money.  But still stand your grounds, hell you can even tell them to screw off if they did not give you legal tender how can they say you owe a debt. another sneeky loop hole, the dollar bill and the check for your employer is not legal tender.  Look it up.

It is a collection agency just as they state. But as all agency they never give any information until you give them your total information plus a first born. thus it is hard to get them to stop calling.  
If anyone has an address you can write a "Cease and Desist Letter" and the ruling in the past was that collection agency were required to stop contacting you. Since i got my new Cel Number, i get endless calls from ELSCPA collections

Got a call from these people earlier in the afternoon, day sleeper, recorded message, don't owe anyone, anything and behind, just filed a complaint with the do not call list folks.  So far, one complaint, the number stops calling.

(800) 266-6471 is a another number these folks are calling from.

I've been getting these calls about 5 times a week lately, very annoying since I've been able to stop almost all other junk calls.  A robotic voice intones: "Hello, this is not a sales or solicitation call..."

I just found out what this number is.  It is the collection agency that many towns in CT use for back taxes.

Right, I just got one today saying "This is a message for... (unintelligible gibberish)... If you are not... (same unintelligible gibberish)... please hang up..."  Isn't it great these clowns can use robocalling to annoy people with useless messages?  I called and they were looking for someone with a name I'd never heard before.  To be fair to their moronic computer, it was a pretty long, difficult to pronounce surname but still...  Yes, they are a collection agency.

Apparently they are a real collection agency for the state of CT. I did not turn my license plates in upon moving out of state. They found my telephone number and called to say I owe taxes on my auto:

I was told that this was to collect old car taxes from the 90s in CT.... Do you know if this is a scam or just a very harrassing collection caller??

I made a payment w/ my CC# on 12/4/2010 and the payment has not hit my account... Is this a real collection company???

What collection agency? I want to send them a bill for my time to get off their list. Ithink $100 per minute should suffice.
